NEW BUSINESS <br /> (A) Airport Economic DevelopmentArea <br /> (2) Consulting Agreement with Blue Waters <br /> Group (Phase IV, Ignition Park) <br /> Mr. Price noted that the Commission has <br /> entered into several agreements for services <br /> related to planning and development of our <br /> technology park, Ignition Park. Staff wishes <br /> to enter into an agreement with Blue Waters <br /> Group for a Phase IV level of services. Since <br /> November 2008 Blue Waters Group has been <br /> the only group contracted to provide <br /> communications services related to the <br /> marketing of Ignition Park.. Those services <br /> include the creation of an identity for Ignition <br /> Park, the development of promotional <br /> materials, the production and ongoing <br /> support of web sites and multimedia to <br /> promote both Ignition Park and economic <br /> development opportunity in South Bend, <br /> especially through the monthly South Bend <br /> ON e-mail newsletter. While other <br /> consultants will help shape strategies for <br /> Ignition Park's growth, no other will update a <br /> web site, produce a monthly e-newsletter or <br /> provide other communications support. <br /> As Ignition Park awaits its first private <br /> business, staff request continued investment <br /> in communications services to build on the <br /> current momentum. Therefore, a one-year <br /> consulting agreement with The Blue Waters <br /> Group in the amount of$580,500 is <br /> proposed. About half of that amount will be <br /> placed in contingency to maximize flexibility <br /> and the potential to respond quickly to <br /> emerging opportunities. This fourth phase of <br /> work would be in effect from March 1, 2011, <br /> through Feb. 28, 2012. It features three <br /> 15 <br />
