Transversing this area, between Eddy Street and Twyckenham Drive, <br />South Bend Avenue is intercepted as a segment of State Road 23. The <br />road serves both local and regional traffic, as it is the most direct means to <br />and from the South Bend Central Business District for the northeastern <br />suburbs. Traffic engineers cite that the road is currently operating at a <br />failed level of service, meaning it lacks the capacity to safely and <br />efficiently carry the number of vehicles it does. <br />I. Homeownership Preservation Area <br />A homeownership preservation sub -area will be designated in the area <br />roughly bounded by Eddy Street on the east, Napoleon Street on the north, <br />Hill Street on the west and South Bend Avenue on the south. This is a 65- <br />acre section of housing in the northwestern quadrant of the neighborhood, <br />most of which conforms to single - family residential zoning. However, <br />over time, many single - family dwellings have been converted to rental <br />units. Pockets of properties evidencing deferred maintenance by absentee <br />landlords and lack of basic upkeep by short-term renters have become <br />prevalent. Neighborhood residents have expressed that the reversal of this <br />trend is critical for protection of residential property values throughout the <br />neighborhood. <br />4. St. Joseph Regional Medical Center Redevelopment Site <br />St. Joseph's Hospital has occupied the same site on LaSalle Avenue in <br />South Bend since opening its doors in 1882. The hospital has since <br />expanded to three campuses in the region, and today the original South <br />Bend hospital site is known as St. Joseph Regional Medical Center. <br />However, in 2002, administrators announced that the South Bend <br />installation would close, and its operations would be consolidated with <br />those of St. Joseph Community Hospital in a new facility to be built in <br />Mishawaka. <br />The departure presents a significant loss to the city as well as to the <br />Northeast Neighborhood. Not only have generations relied on the medical <br />care at St. Joseph, the hospital is one of South Bend's largest employers <br />and economic drivers. <br />The 37 -acre site of the St. Joseph health complex consists of nine <br />buildings totaling approximately 800,000 sq ft. The site presents a <br />considerable challenge for redevelopment as well as a unique opportunity <br />for significant reinvestment in the Northeast Neighborhood. <br />5 <br />
