15. Generate a variety of funding sources from all levels of <br />government, the private sector (both individual and corporate) and <br />philanthropic organizations. <br />16. Develop an overall strategy that contains several development <br />options for each sub -area to reduce the risk of failure. <br />IV. PROJECT AREA ACTIVITIES <br />A. Introduction <br />The major development strategies that will be pursued throughout the <br />project area include a redevelopment, revitalization, improvement and <br />preservation approach as dictated by sub -area conditions and trends. <br />The redevelopment strategy is aimed at areas of major deterioration and <br />decline. This strategy will seek to improve an area through major <br />acquisition, relocation, clearance, site assemblage, public works projects, <br />and new development activities. The revitalization strategy is aimed at <br />sub -areas that have suffered significant deterioration and decline, but still <br />have both a physical and social foundation on which to build and revitalize <br />the sub -area. Revitalization activities will include code enforcement, small <br />scale public works projects, organization - building and property and project <br />area beautification and enhancement programs. The improvement <br />strategy and activities will be much like the revitalization strategy and <br />activities. The major difference will be in the amount of public resources <br />required in an area — improvement areas will be less severely deteriorated <br />and blighted than the revitalization areas. Finally, certain areas will be <br />targets for a preservation strategy. These sub -areas will be, for the most <br />part, stable areas that are adjacent to deteriorating or declining areas. <br />Activities in the preservation areas will include spot code enforcement and <br />rehabilitation activities and minor public works projects. Protection <br />through an aggressive enforcement of zoning will also be part of the <br />strategy. In essence, the criteria determining whether revitalization, <br />improvement, or preservation strategies will be brought to bear on a sub- <br />area are twofold: one, the severity of the deterioration and decline in the <br />target area; and, two, the concomitant amount and application of public <br />resources, regulations and incentives required to meet the goals and <br />objectives established for the area. <br />22 <br />
