South Bend Central Development Area <br />continue ... <br />Entry Upon Public Property for Gameday <br />Redevelopment Project. <br />(3) Commission approval requested for <br />Petition to the Common Council of the <br />City of South Bend, Indiana, for the <br />establishment of an Economic <br />Improvement District. <br />Ms. Laurent noted that the City of South <br />Bend and Redevelopment Commission have <br />funded Downtown South Bend Inc for <br />several years in a demonstration Business <br />Improvement District (BID) aimed at <br />providing a heightened level of maintenance, <br />beautification, safety and hospitality services <br />for downtown businesses and visitors. The <br />demonstration period had been successful in <br />proving the value and demand for these <br />services. Downtown is thriving and the BID <br />initiative will take this to the next level. A <br />BID is a true partnership of public and <br />private interest and the intention is now to <br />create a special assessment district, allowed <br />for by state statute as a means of funding <br />these services going forward. DTSB has <br />launched an official petition campaign to <br />begin the legal process of declaring a special <br />assessment district. A petition signed by <br />51 % of property owners and representative <br />of a minimum of 66% of the assessed value <br />must be presented to the Common Council to <br />be presented by ordinance. Staff has worked <br />closely with DTSB to get this initiative off <br />the ground and congratulates their staff for <br />the grassroots work they have undertaken in <br />66 <br />
