South Bend Redevelopment Commission <br />Rescheduled Regular Meeting -August 25, 2006 <br />6. NEW BUSINESS (CONT.) <br />A. Public Hearing <br />() continued... <br />redevelopment, because you cannot eliminate <br />poverty with just redevelopment. You must <br />eliminate poverty with economic <br />development. <br />Now, John, you made a couple of comments, <br />and it sounds like, to me, that you would like <br />to persuade the Commission to exclude <br />Portage Prairie from the TIF district. And <br />just include the LaSalle district. According <br />to what you said, Shawn, that would be a <br />negative thing. Now, I may be off track on <br />that. <br />The primary concern that I have, as well as <br />the other people that are here, I think, that <br />were opposing it, is that the inner city, <br />especially the LaSalle area, or any other part <br />of the city, whatever is decided here with <br />approval of the proposal, if we approve that, <br />the primary concern is that the inner city, that <br />the LaSalle area does not get forgotten after <br />this is done. When we approve this and <br />leave here, that LaSalle and other blighted or <br />poor, impoverished, undernourished areas get <br />forgotten. And then there's nothing we can <br />do about it because no one else cares about it <br />after we leave here. That's a concern that <br />that doesn't happen, so I would like <br />somehow to give a definite assurance that <br />that won't happen. Now, can the <br />Commission do that, that it won't be dropped <br />and forgotten? Because I'm very much <br />aware that we've got to vote on this. There <br />are three Commissioners. If I don't vote, or <br />if I vote against it, then that means you don't <br />48 <br />
