Public Hearing <br />() continued... <br />believe that economic development should be <br />a process that improves living standards and <br />opportunities for all area residents. So I agree <br />with the position of the community forum for <br />economic development as stated by Diana <br />Hess. If the Commission expands the TIF <br />District northward to incorporate Portage <br />Prairie then it should also expand to include <br />areas adjacent to the west side of South <br />Bend, such as LaSalle Square. What does <br />that mean for what the Redevelopment <br />Commission should do at this meeting? <br />Obviously, Portage Prairie is a developed <br />plan whereas ideas for economic <br />development projects and the potential <br />expansion of the TIF District on the west side <br />have yet to be fully formulated. There needs <br />to be a period of time to develop a plan. If <br />the Commission approves Resolution No. <br />2254, it should at the same time, that is <br />today, formally approve a concept of <br />expanding the TIF southward to the general <br />area of LaSalle Square, with a concrete plan <br />to be developed in a specific period of time. <br />If the Commission is unable to make such a <br />commitment it should table Resolution <br />No. 2254 until such time as it has a fully <br />formulated plan for the LaSalle Square area. <br />The formulation of any plan for LaSalle <br />Square area and the drawing of any expanded <br />boundaries southward for the Blackthorn TIF <br />District. There should be significant input <br />from residents, businesses, neighborhood <br />organizations, churches and others in the <br />area. People who live and work there have <br />ideas for what kinds of projects would <br />22 <br />
