Public Hearing <br />() continued... <br />Portage Prairie, in Granger and in any of the <br />other affluent areas. So, I am here advocating <br />on their behalf and I have some <br />documentation here for some innovative <br />answers to the situations that are presented to <br />these individuals. The program I am here <br />today to advocate for is called Project <br />Increment. What I would ask is that if in fact, <br />this TIF area is founded, and if in fact the <br />claim goes forward, that funds be allocated <br />towards jobs and toward infrastructure for <br />these people who cannot move out of that <br />area, so they have opportunities that are <br />afforded to whose who are more affluent. <br />And, I will read just the formal structure of <br />Project Impact as the given selection to this <br />area. I would ask for the Redevelopment <br />Commission's support in a project such as <br />this. Here is a quote from Shel Sickerstein, it <br />says, "This bridge will take you half way <br />there, the last few steps you have to take <br />yourself." Through the efforts of Project <br />Impact, South Bend community ties will be <br />strengthened. Youth are encouraged to <br />participate in volunteer activities. Life skills, <br />parenting, and budgeting classes will be <br />offered, placing the emphasis on tools for <br />future success in those areas. We will purse <br />relationships with our area's leading <br />employers as well as our local school <br />corporations and area colleges and <br />universities, technical institutes and training <br />centers to promote further education and or <br />opportunities for gainful employment, which <br />utilizes the internal strengths of our clients. <br />We will collaborate with successful local <br />18 <br />
