Public Hearing <br />() continued... <br />the Common Council was working on the <br />proposal to change the Human Rights <br />Commission: I'm not sure whether I'm for <br />or against. It's one of those things---yes, but. <br />It's easy, I've seen over the years, to go out <br />and plow up some cornfields without the <br />problems. And it's much easier, therefore, to <br />ignore where the big problems are, as I see it. <br />In the inner city where the movement of <br />business and industry is moving out. I would <br />suggest that at least some of the funds <br />through TIF should be used to help the inner <br />city as well as development out here at the <br />Prairie. I think it should be a combination to <br />aid both areas which over the long term <br />works for the welfare of the entire <br />community, rather than just go out and plow <br />up the cornfields and go into that. <br />LINDA HOPKINS: I own property at 1134 <br />Canterbury Drive, South Bend, Indiana. I <br />was a lifelong resident of South Bend. I'm a <br />panel chair for the City Plan's Community <br />Building, Public Health and Safety panel, as <br />well as I volunteer on numerous boards and <br />organizations that advocate for at-risk <br />individuals. One of the things that Mr. Phair <br />said was that the market goes where people <br />want to be. There are many people in the <br />LaSalle Square area, the LaSalle Park area, <br />the Harbor Homes area, the areas on either <br />side of Lincolnway West and out into the <br />area that was acquired by the Airport--- <br />people who have been lifelong home owners <br />who own property, who are there because <br />they cannot afford to build homes in the <br />17 <br />
