infraction involving dishonesty, driving while intoxicated or <br /> under the influence of alcohol or intoxicants, or driving with a <br /> suspended license within ten (10) years before the date of the <br /> application or is currently on parole or probation under the <br /> Criminal Justice System of the United States or of any state . <br /> Any applicant who has a valid license as of the effective date of <br /> this ordinance shall be deemed to have met the requirements for a <br /> favorable Police Department recommendation as of that date . A <br /> report of the investigation and the recommendation of the Police <br /> Department, shall be attached to the application for the <br /> consideration of the Controller. <br /> (pp) -SL Application approval or rejection; written report if <br /> rejected: <br /> (1) The Controller shall, upon consideration of the <br /> application and the reports, recommendations and certificate <br /> required to be attached thereto, approve or reject the <br /> application. If the application is rejected, the applicant <br /> may request a hearing pursuant to section 4-16 to offer <br /> evidence why the application should be reconsidered. <br /> (2) The Controller shall sue- provide the reasons for <br /> rejecting the application and any evidence pertinent to the <br /> rejection at the hearing. <br /> (qq) 6ame---Driver ',s license issuance; term <br /> (1) Upon approval of an application for a taxicab driver' s <br /> license, and following payment of the licensing fee, the <br /> Controller shall issue a driver' s license to the applicant <br /> which bears the name, address, age, signature and photograph <br /> of the applicant . <br /> (2) The license shall be in effect until Mayes September <br /> 30 of the year after it is issued. A license for every <br /> subsequent year shall be issued upon the applicant meeting <br /> the requirements of this section. <br /> (rr) Display of license. Every driver licensed under this <br /> section shall post the driver' s license in such a place as to be <br /> in full view of all passengers while such driver is operating a <br /> 33 <br />
