subject to requests by the City Controller Central Services <br /> Division City - Attorney' s Office or desicTnee thereof for <br /> drug-testing and shall comply with the request within forty- <br /> eight 48 hours of the request, if a complaint or <br /> investigation demonstrates that dru testing should be <br /> required. Testing shall be conducted b an -independent drug <br /> testing entity approved by the Controller. The Central <br /> Services Division shall maintain a list of the approved <br /> testing facilities . <br /> (5) Each applicant must be willing to submit to _.,a testing <br /> program aimed at determining the applicant' s geographical <br /> knowledge the South Bend . The test _shall be <br /> administered at the discretion of the Controller and under <br /> the Controller' s supervision'. <br /> (45) At the time the application is filed, the applicant <br /> shall pay the Controller the sum of five dollars ($5 . 00) as <br /> a processing fee . The applicant shall, also pay the <br /> Controller the sum of ten fifteen dollars <br /> per year upon approval of the application and before <br /> issuance of the license . <br /> (-57) The provisions of this subsection shall not apply to <br /> persons having a valid taxicab driver' s license at the time <br /> this becomes effective, but such persons shall comply with <br /> the renewal provisions of this section after the effective <br /> date of this ordinance . <br /> (oo) Same- Investigation of traffic and police .record. The <br /> Police Department shall conduct an investigation of each <br /> applicant for a taxicab driver ' s license . A report of the <br /> investigation and the recommendation of the Police Department <br /> shall be attached to the application for the consideration of the <br /> Controller. In making its recommendation, the Police Department <br /> shall consider the criminal history of the applicant, if any, and <br /> the likelihood that granting the application will endanger the <br /> health, safety or welfare of the public. The Police Department <br /> shall recommend denial of the application if the applicant has <br /> been convicted of any felony or any crime against a person within <br /> twenty (20) years before the date of the application, or if the <br /> applicant has been convicted of a misdemeanor or of any crime or <br /> 32 <br />
