South Bend Redevelopment Commission
Special Meeting— September 27, 2002
6. NEW BUSINESS (CONT.)
B. South Bend Central Development Area
(4) Commission approval requested for
Addendum #2 to Letter of Agreement
dated August 22, 2001 between the South
Bend Redevelopment Commission and
Lehman & Lehman, Inc. (East Bank
Development Plan)
Mr. Mathia reported that Lehman and
Lehman, Inc. have been assisting the City in
the development of a new East Bank
Development Plan. Preparation of the plan
has required lengthy discussions with City
staff, private developers and major
stakeholders in the East Bank. As an
example, Lehman & Lehman have assisted
the City in working with Holladay
Corporation on the development of the
Waters' Edge Project. Plans for that project
have gone through at least three major
changes, with each change requiring lengthy
reviews and preparation of new site impact
renderings which reflect the revised plans.
The move of the St. Joseph Regional
Medical Center has further complicated the
planning process for the total East Bank. As
a result, it is necessary to extend the Letter
of Agreement between the Commission and
Lehman & Lehman by three months and
increase the level of funding by $15,000.
The original Letter of Agreement was
approved by the Commission September 7,
2001, in the amount of $20,000. Because a
large addition was later made to the
agreement's level of effort, it was amended
on December 21, 2001 and the total funding
was increased to $55,000. Currently $2,296
remains unexpended under the agreement.
7
