14. <br />Made 7 presentations to community organizations about the Studebaker /Oliver project. <br />15. <br />Prior to the start of demolition, conducted 26 tours of the Oliver Plow site for various <br />groups. <br />16. <br />Organized "Oliver: A Day for Memories" in conjunction with the Northern Indiana <br />Center for History. Approximately 50 people attended the September 3rd event. <br />17. <br />Have begun negotiations with three potential users of the Oliver Industrial Park. <br />18. <br />Hired appraisers to prepare disposition appraisals for Oliver Industrial Park. The property <br />should go up for bid in February/March 2003. <br />19. <br />Conducted engineering study of Oliver Boilerhouse and Old Forge Shop (buildings 46 <br />and 47) in order to determine structural stabilization and redevelopment costs. <br />20. <br />Had discussions with Hart Parr Oliver Collectors Association and local historic <br />preservation groups regarding the preservation of structures and possibility of locating a <br />museum on the Oliver site. <br />21. <br />Worked with other department staff and city engineering staff on location of new road for <br />Oliver Industrial Park to try to have it align with relocated United Drive. <br />22. <br />Worked with environmental attorneys to search for insurance documentation in archives <br />in order to pursue insurance recovery as a funding source. <br />23. <br />Consulted with environmental attorneys to pursue our claim filed with Allied Products' <br />bankruptcy. The judge is expected to rule on several motions in early January. <br />24. <br />Established a Community Revitalization Enhancement District (CREED) in order to <br />capture sales tax increment and state income tax increment from the CREED. <br />25. <br />Prepared packet of information for funding request to Department of Transportation for <br />ILinfrastructure <br />improvements for the Studebaker /Oliver project. <br />Brownfields <br />26. <br />Submitted application for $1,000,000 Brownfield Revolving Loan for Fredrickson Park. <br />Loan was submitted to IDFA for Indiana's EPA funded loan program. Project has been <br />approved. Final paperwork should come soon. Expect to have major remediation work <br />completed before summer and entire project within one year. Project only includes <br />remediation and site cleanup. Private funds must be raised for new park and outdoor <br />educational, environmental classroom. <br />27. <br />Received $100,000 US EPA grant for USTfields program. Grant will be used for site <br />assessments of former gas stations and other petroleum related sites along the commercial <br />corridors. IDEM is still working on documents for this program so money has not yet <br />been released. <br />28. <br />Submitted initial proposal to US EPA for $200,000 Assessment Grant, $500,000 <br />Revolving Loan Fund Grant, $200,000 Cleanup Grant for stamping plant, $200,000 <br />Cleanup Grant for interior remediation of Oliver Boiler House and $200,000 Cleanup <br />Grant for remediation at LaSalle Park/Beck's Lake. Expect to hear in January if we are <br />invited to submit a final proposal for any or all of these projects. <br />29. <br />Established Brownfield Team for City of South Bend. Team has met four times since <br />September.
