Department of Local Government Finance. <br />(2) Madison Center Presentation. <br />Mr. Hunt introduced Mr. Jack Roberts to <br />deliver a presentation on plans for future <br />development of the Madison Center. <br />Mr. Roberts explained that Madison Center <br />provides psychiatric and addiction services <br />for South Bend and surrounding <br />communities. There are currently 1,100 <br />employees representing an annual payroll of <br />$45M, with an operating budget of <br />approximately $50M per year. Madison <br />Center has experienced amazing growth in <br />the past five to ten years. Several lots and <br />homes around Madison Center facilities <br />have been purchased for future building <br />opportunities, including the Irish Connection <br />which was purchased eighteen months ago. <br />A campus concept has been created with site <br />ILI improvements and landscaping. Presently, <br />Madison Center is approximately 26-27 <br />acres. Future acquisitions are estimated to <br />increase the campus to 40 acres. Providing <br />community interest exists, twenty percent of <br />the Center's future capacity is contemplated <br />for first floor retail, commercial and <br />professional office space. These for - profit <br />businesses will be required to pay real estate <br />taxes. <br />Mr. Roberts stated that Madison Center is <br />very interested in acquiring the Design <br />Packaging property, owned by the South <br />Bend Redevelopment Commission. The <br />property, if purchased, would be developed <br />over a period of time from three to fifteen <br />years. <br />Ms. Greene noted that, in the past, there <br />have been access issues regarding the City's <br />r' 17 <br />
