South Bend Redevelopment Commission
Regular Meeting —April 4, 2003
6. NEW BUSINESS (CONT.)
C. Sample -Ewing Development Area
(1) continued...
Mr. Schalliol noted that at the March 28
meeting two proposals were received for
Parcel 7 in the Studebaker Corridor, one
from Bell Parts Supply and one from
Ziolkowski Construction. The staff report
for the Commission details notes from the
presentations and from the project proposals.
After carefully reviewing both proposals, the
staff recommends awarding the bid for
Parcel 7 to Ziolkowski Construction. Staff
recommendation is based on several points
and conditions. Ziolkowski's business is
currently located on property adjacent to
Parcel 7; and the proposed use for the site,
the size and construction of the new facility,
and the general site development plan are
consistent with Ziolkowski's facility and the
Development Plan for the area. The
proposed use is consistent with Ziolkowski's
efforts to retain and grow its existing
business. The proposed project offers the
opportunity to improve the appearance and
safety conditions on other quadrants of the
block, the opportunity to put the property
back into taxable use, and the opportunity to
solve the multiple -year disposition issue for
this parcel. Additionally, the character of
the construction is similar to the intent of
the Studebaker Corridor disposition area
requirements.
Mr. Schalliol noted that the award of the
disposition of Parcel 7 to Ziolowkowski
should be conditioned on some key points,
including but not limited to the following:
c,
