South Bend Redevelopment Commission <br />Regular Meeting —June 20, 2003 <br />6. NEW BUSINESS <br />B. South Bend Central Development Area <br />(2) Commission approval requested for <br />proposal for professional services in the <br />South Bend Central Development Area. <br />(downtown parking study, Walker <br />Parking Consultants) <br />Mr. Rock reported that a complete parking <br />study needs to be performed including <br />parking structures, surface parking and on- <br />street parking for the downtown area. <br />Walker Parking Consultants proposed the <br />following seven separate tasks: <br />1. <br />Organizational analysis and review of <br />parking operator agreement. <br />2. <br />ILparking <br />Operational policies and procedures for <br />garages. <br />3. <br />Conceptual parking plan. <br />4. <br />Parking rate and financial analysis. <br />5. <br />Five -year capital improvement plan. <br />6. <br />Maintenance manual review. <br />7. <br />Marketing plan. <br />The proposal is in a not -to- exceed amount of <br />$154,000. Staff recommends approval due <br />to parking being scattered among <br />Redevelopment and other areas of the City <br />and this would put the parking situation all <br />under one umbrella. Mr. Rock noted that <br />parking is extremely essential to the <br />redevelopment of the downtown area. <br />Upon a motion by Mr. Faccenda, seconded <br />by Mr. Kahn and unanimously carried, the <br />Commission approved the request for <br />professional services in the South Bend <br />Central Development Area and authorized <br />IL staff to retain Walker Parking Consultants <br />based on the scope of services and fee <br />proposed.
