Other <br />(1) continued... <br />direct nonresidential property tax increment <br />generated back into the Area. The resources <br />needed to bring about the reversal of blight <br />conditions will have to come from the <br />partnership efforts of multiple sources over <br />many years, including federal, state and local <br />governments, not - for - profits and <br />neighboring institutions, private sector <br />developers and other neighborhood <br />stakeholders. The plan identifies no <br />properties for acquisition at this time. <br />In accordance with state statute, Declaratory <br />Resolution No. 2016 specifically sets forth a <br />IL finding of blight and gives the Development <br />Area a name, this being the "Northeast <br />Neighborhood Development Area," and <br />declares the redevelopment of the Area to be <br />in the public interest of the City. It also <br />approves the Northeast Neighborhood <br />Development Area Development Plan, <br />together with all maps, plats and surveys <br />which are included, and assures <br />development of the Area will be in <br />accordance with the Plan presented to the <br />Commission. <br />In addition, Resolution No. 2016 approves a <br />Relocation Policy that is consistent with past <br />development area relocation policies. <br />Resolution No. 2016 declares an allocation <br />area for the purposes of capturing a tax <br />increment. The allocation area has specific <br />uses set forth in the statute as to how the tax <br />increment can be used, and the declaratory <br />resolution sets forth those uses. <br />19 <br />
