South Bend Redevelopment Commission <br />Regular Meeting— December 19, 2003 <br />6. NEW BUSINESS <br />A. Public Hearings <br />(3) continued... <br />No. 2021 confirms the designation of an <br />allocation area for the purposes of capturing <br />a tax increment. Staff requests Commission <br />approval of Resolution No. 2021. <br />Mr. Hunt opened the Public Hearing on <br />Resolution No. 2021 and asked if there was <br />anyone from the public who wished to <br />speak. <br />Ms. Marguerite Taylor, representative of the <br />Northeast Neighborhood Council and <br />lifelong resident of the northeast <br />neighborhood, addressed the Commission. <br />As a result of a number of meetings and <br />discussions regarding the blight subject, it <br />was unanimously voted to approve the <br />proposed Development Plan. The Plan is <br />believed to be essential in the overall <br />revitalization of the Northeast <br />Neighborhood. <br />Mayor Stephen Luecke thanked the <br />members of the redevelopment staff, <br />Northeast Neighborhood Council and <br />Northeast Neighborhood Revitalization <br />Organization and stated a remarkable <br />process has evolved over the years. This <br />confirmation of a Redevelopment Area will <br />continue to focus efforts and provide <br />mow' 32 <br />PUBLIC HEARING ON RESOLUTION No. 2021 <br />RATIFYING AND CONFIRMING RESOLUTION <br />No. 2016, DESIGNATING THE NORTHEAST <br />NEIGHBORHOOD DEVELOPMENT AREA, <br />DECLARING THE NORTHEAST NEIGHBORHOOD <br />DEVELOPMENT AREA TO BE BLIGHTED, <br />APPROVING A DEVELOPMENT PLAN AND <br />CONDITIONS UNDER WHICH RELOCATION <br />PAYMENTS WILL BE MADE, AND ESTABLISHING <br />AN ALLOCATION AREA FOR PURPOSES OF TAX <br />INCREMENTAL FINANCING. <br />
