Public Hearings <br />(3) continued... <br />St. Joseph Regional Medical Center <br />Redevelopment Area, and Madison Center <br />Housing and Commercial Redevelopment <br />Area. <br />The introduction of neighborhood scaled <br />mixed use and commercial development are <br />recommended at the center of the <br />neighborhood. Such development is <br />proposed for the Eddy Street Corridor and <br />the area in and around the junction of South <br />Bend Avenue and Corby Boulevard. <br />Homeownership preservation is described in <br />the Development Plan as both a general goal <br />for the entire neighborhood and as a <br />particular set of ongoing and expanded <br />initiatives targeted to the northwestern <br />quadrant of the neighborhood between <br />Napoleon and South Bend Avenue. The <br />potential reuse of the St. Joseph Hospital site <br />and the compatibility of the Madison Center <br />Campus with the residential areas around it <br />are also major considerations of the Plan. <br />Certain recommendations for needed <br />improvements to State Road 23 and Five <br />Points are referenced in the Plan. It is <br />important to note that the final design of <br />such improvements and eventual project <br />leadership lies with the Indiana Department <br />of Transportation, not the City of South <br />Bend. The NNRO and the City of South <br />Bend Public Works Department and <br />Redevelopment Commission staff, are, <br />however, committed to working with <br />30 <br />
