Other factors that hamper <br />normal, private sector -led development <br />include the lack of large development <br />parcels. Marketable sites will need to be <br />assembled in order to introduce appealing <br />investment opportunities. <br />The Northeast Neighborhood Development <br />Area Plan is a general development plan that <br />outlines goals, objectives, strategies and <br />proposed activities aimed at the <br />revitalization of the neighborhood. The Plan <br />is the result of a joint commitment and effort <br />of the City and the institutions and <br />neighborhood residents represented by the <br />Northeast Neighborhood Revitalization <br />Organization. The Plan begins with a <br />history and survey of existing conditions of <br />the Area. The Plan also recognizes and <br />draws from previous Plans that have been <br />done for and by neighborhood residents and <br />stakeholders. In particular, the Plan <br />references several determinations put forth <br />by the Northeast Neighborhood Council in <br />the 1998 Northeast Neighborhood Strategic <br />Revitalization Plan. <br />There are five (5) sub -areas delimited in the <br />Northeast Neighborhood Development Plan. <br />These are the Eddy Street Commercial <br />Redevelopment Area, Georgiana- Talbot <br />Residential Redevelopment Area, <br />Homeownership Preservation Area, <br />FM <br />
