South Bend Redevelopment Commission
Regular Meeting—February 6, 2004
6. NEW BUSINESS
C. South Bend Central Development Area
(9) continued...
Business Districts, Inc. is well
acquainted with the South Bend area
and through previous studies has gained
an in -depth knowledge of the
downtown's strengths and weaknesses.
C. B. Richard Ellis has operated as a
real estate brokerage firm in the City for
many years and has served as the
Commission's real estate management
agent. As a result, it has both an
excellent knowledge of the South Bend
real estate market and a good
understanding of the Commission's
capacity to carry out development
projects on the two properties.
Ms. Greene expressed concerns related
to the possible legality of using an RFP.
Mr. Mathia responded that the first
contract consisted only of the
market /economic study. The scope of
work for the second contract will be
submitted at the time of preparation.
Staff is requesting Commission
approval for the market /economic
analyses at a level of funding
not -to- exceed $25,000 (the additional
$5,000 is to cover contingencies) and
the concept for a follow -on contract.
Ms. Greene recommended that if the
Commission approves the contract, it be
subject to final approval by Legal
Counsel.
21
