South Bend Central Development Area <br />(9) continued... <br />Business Districts, Inc. is well <br />acquainted with the South Bend area <br />and through previous studies has gained <br />an in -depth knowledge of the <br />downtown's strengths and weaknesses. <br />C. B. Richard Ellis has operated as a <br />real estate brokerage firm in the City for <br />many years and has served as the <br />Commission's real estate management <br />agent. As a result, it has both an <br />excellent knowledge of the South Bend <br />real estate market and a good <br />understanding of the Commission's <br />capacity to carry out development <br />projects on the two properties. <br />Ms. Greene expressed concerns related <br />to the possible legality of using an RFP. <br />Mr. Mathia responded that the first <br />contract consisted only of the <br />market /economic study. The scope of <br />work for the second contract will be <br />submitted at the time of preparation. <br />Staff is requesting Commission <br />approval for the market /economic <br />analyses at a level of funding <br />not -to- exceed $25,000 (the additional <br />$5,000 is to cover contingencies) and <br />the concept for a follow -on contract. <br />Ms. Greene recommended that if the <br />Commission approves the contract, it be <br />subject to final approval by Legal <br />Counsel. <br />21 <br />
