South Bend Central Development Area <br />(continued...) <br />(9) Commission approval requested for <br />proposal for professional services in <br />the South Bend Central Development <br />Area. (Market and Site analysis, <br />Osco block and Hotel LaSalle) <br />Mr. Mathia reported that a consortium <br />of Business Districts, Inc. and C. B. <br />Richard Ellis have jointly submitted a <br />proposal to conduct a market analysis <br />and an economic analysis for the Osco <br />block and the Hotel LaSalle site. The <br />combination market /economic analyses <br />will identify various development <br />opportunities and constraints for the <br />two properties as well as the potential <br />costs involved for each development <br />scenario. There will be a summary <br />report prepared on the market /economic <br />analyses with related recommendations. <br />The total cost for the analyses for both <br />properties is $20,000 ($13,000 for the <br />Osco block and $7,000 for the Hotel <br />LaSalle). <br />Pending the results of the analyses and <br />report, the consortium has offered to <br />prepare an RFQ/RFP on either one or <br />both properties. The estimated cost for <br />this service is $10,000 per site. A <br />separate scope of work and budget will <br />be submitted if and when it is <br />determined that it is feasible to issue an <br />IL 20 <br />
