Public Hearing <br />(1) continued... <br />Considerable economic growth is <br />occurring at the east central boundary of <br />the SBCDA. Further economic growth <br />will be stifled if room for development is <br />not approached in an integrated and <br />coordinated fashion. In order to assure <br />that such growth occurs it is necessary to <br />expand the eastern boundary of the <br />development area. Expansion Area No. 7 <br />contains several parcels that are vacant <br />and others that contain residences, rental <br />housing, surface parking lots, offices and <br />commercial /light industrial activities. <br />Many residences are in deteriorating <br />condition. Expansion of the <br />development area and acquisition of <br />property by the Commission at this time <br />will complement and facilitate efforts to <br />carry out the development plan for the <br />area. <br />Inclusion of Expansion Area No. 7 as <br />part of the SBCDA will permit <br />development to grow along the eastern <br />border in an orderly fashion and in a <br />timely manner. Failure to include the <br />Expansion Area, as proposed, may force <br />entities in the South Bend Central <br />Development Area to relocate out of the <br />area which would impair the City and the <br />Commission's efforts to achieve the goals <br />and objectives of the Development Plan. <br />The Commission is requested to approve <br />the resolution to expand the boundaries <br />of the SBCDA and Allocation Area <br />t, <br />
