The request has <br />received unfavorable recommendations from the Engineering and Police Departments. <br />Engineering states the cafe, as proposed, will not meet the minimum five feet pedestrian <br />allowance required by the City; the Board only has authorization to approve seating on <br />the right of way, and the Backstage Grill is requesting food and drink preparation areas <br />and canopies over some of the area. A different permit may be required to cover those <br />issues. Mr. Littrell, Engineering, noted their liquor license may not cover selling alcohol ' <br />outside of their establishment. The Backstage Grill is requesting hours of operation to be <br />11:00 a.m. to 3:00 a.m. Mr. Littrell noted this violates noise ordinance, and will cause <br />potential problems with neighboring residents. <br />Police Department stated this establishment has had fifty-five (55) calls for service by the <br />Police this year alone. The Police Department must employ two (2) officers working <br />over-time on the weekend to deal with the traffic and people coming and going from this <br />business. They are concerned about the complaints they will receive on the noise that late <br />at night. The Police Department states they would approve only if the Backstage Grill <br />
