We think it 1s <br />prudent that we ask for back taxes to be <br />forgiven, or pay the lack taxes, so that <br />development can proceed. <br />These are exannples for a plan for investment <br />of �TIF dollars in downtown South Bend. The <br />staff thinks these are good investments in. <br />development that the private sector will need <br />the public sector involved in. <br />Mr. Gibney asked for Commission support of <br />the plan and the concept. He noted that the <br />budget that is attached is estimated and for <br />discussion purposes. However, it is a "smart <br />budget" resulting from research and based in. <br />reality. <br />Mr. Icing clarified the request to the <br />Commission, that staff is looking in for <br />approval of the concept, but each project, <br />each item of work and expenditure will come <br />VA <br />
