South Bend Central Development Area <br />(1) C approval requested for <br />Strategy for Downtown Development. <br />Mayor Luecke notcd that when. Jeff Gibney <br />was appointed Interim Director of <br />Community & Economic Development opment it <br />was w1tb. the Intent that we bn.ng new energy <br />and new foals to our redevelopment efforts <br />all across town. We have certainly seen that. <br />One of the areas we wanted to be very <br />spccific i� piing for was the downtown. <br />We wanted to do more than jut plan for <br />str eetscap amenities; we wanted to develop <br />a strategy for getting desired new uses into <br />the downtown, particularly. Jeff has led a <br />strong effort in consultation with interested <br />parties in the downtown and east b ank areas. <br />'We want to bring before you a. report on <br />priorities for L[Se of TIC` funds to leverage <br />dcveloprient. <br />:fir. G.I ey noted that the Commissioners <br />have reviewed a draft of the downtown <br />strategy. He also noted that the budget <br />process for 2008 includes, for the first tare, <br />the TIF investments in the redevelopment <br />target areas. The first TIC` budget we have <br />submitted is for downtown South Bend. As <br />staff put together this plan over the last six <br />months some guiding principles were used. <br />Staff defined its vision for downtown, what <br />its themes are, and then some guidelines for <br />setting priorities. <br />3 <br />
