The cost of the <br />proposal is $1.0,000. Staff recommends <br />approval. <br />Mr. King agreed that it is a cyood idea to <br />analyze the workplace population. That is <br />the market for downtown business. <br />However, he doesn't see how the scope of <br />services defined does that. The project plan <br />and timeline don't show BLIXton determin111 <br />the workday population in downtown Soutli <br />Bend. It says "Provide to BLI ton all <br />necessary community inforz .ation"' which <br />sounds like staff would need to gather all the <br />data and then send it to Buxton who would <br />use it to say what retailers would match it. <br />Mr. Scl .afliol responded that city staff will <br />need to do a lot of front end work, as it did <br />for the previous study. Staff would provide <br />at the front end the "parameters, businesses., <br />other points of contact in the downtown <br />area."
