South Bend Redevelopment Commission Regular Meeting —June 28, 2011 Project. The addendum includes a professional service contract from Abonmarche to design the construction plans for this project for a fee of $28,900. The purpose of the project is to add a dedicated right turn lane for north bound traffic to turn east onto Douglas Road from SR 23. At the time the city was constructing the Douglas Road project, the city was unable to move ahead with this element of the project for lack of funds. The city did obtain the right -of -way necessary to make this improvement. Abonmarche was the project engineer for the Douglas Road reconstruction project and they have some of the field data necessary to plan this improvement. Since the project was completed, the Horizon Bank has been built on the southeast corner (adjacent to the project site) and Abonmarche will need to make field observations and plan revisions based on that site construction. The initial cost estimate for this project is roughly $150,000. Staff requests approval of Resolution No. 2903. Mr. Varner asked how the project was funded. Mr. Inks responded that the money was borrowed from Mishawaka and from Major Moves funds, both of which are being paid back from Douglas Road Development Area TIF funds on schedule or ahead of schedule. Upon a motion by Ms. King, seconded by Mr. Downes and unanimously carried, the Commission approved Resolution No. 2903 approving and authorizing the execution of an Addendum to the Master Agency Agreement (SR 23 and Douglas Added Right Turn Lane — Engineering).
