SPECIAL MEETING APRIL 2, 2007 ~ ~ J
<br />A special meeting of the Board of Public Works was convened at 9:40 a.m. on Monday,
<br />Apri12, 2007, by Board President Gary A. Gilot, with Board members Carl P. Littrell and
<br />Donald E. Inks present. Also present was Board Attorney Thomas Bodnar and Assistant
<br />City Attorney Cheryl Greene.
<br />AGENDA ITEMS ADDED
<br />Upon a motion made by Mr. Littrell, seconded by Mr. Inks and carried, two Contracts
<br />were added to the Agenda. The first is a Contract for the Sewer Sepazation at Cedar,
<br />Rockne, and Madison Streets, Project No. 105-011, and the second is a Contract for Brick
<br />and Olive Road Reconstruction, Project No. 107-001..
<br />OPENING OF ,QUALIFICATIONS - GUARANTEED ENERGY SAVINGS
<br />CONTRACT FOR TRAFFIC SIGNAL IMPROVEMENTS -PROJECT NO. 104-059
<br />(ENGINEERING OPERATING BUDGET)
<br />This was the date set for receiving and opening of sealed qualifications for the above
<br />referred to project. The Clerk tendered proofs of publication of Notice in the South Bend
<br />Tribune and the Tri-County News, which were found to be sufficient. Qualifications
<br />were received and opened from Mr. Tom Hogan, Johnson Controls Inc., 1255 North
<br />Senate Avenue, Indianapolis, Indiana and Mr. Greg Wishart, Energy Systems Group,
<br />3905 Vincennes Road, Suite 505, Indianapolis, Indiana. Upon a motion made by Mr.
<br />Gilot, seconded by Mr. Inks and carried, the Qualifications will be referred to the review
<br />team to be reviewed at noon on Wednesday, Apri14, 2007.
<br />AWARD BID - BIOSOLIDS TRUCKING 2007 (SEWAGE WORKS O&M1
<br />Mr. Jack Dillon, Environmental Services, advised the Boazd that on March 12, 2007, one
<br />bid was received and opened for the above referred to project. The Bid is from JDS
<br />Trucking Inc., 19039 Glendale Avenue, South Bend, in the amount of $73.00 per hour,
<br />Monday through Friday, and $80.00 per hour, Saturday. Mr. Dillon noted that the bid
<br />only contained a 5% Bid Bond. The Bid Specifications called fora 10% Bid Bond.
<br />Therefore, Mr. Dillon stated, this makes JDS Trucking anon-responsive bidder and
<br />' would allow the Division of Environmental Services to contact and negotiate a contract
<br />with any qualifed vendor. Mx. Dillon requests the Boazd to wave the irregularity of the
<br />Bid Bond and award the contract to JDS Trucking. Therefore, Mr. Gilot made a motion
<br />that the recommendation be accepted and the bid be awarded as outlined above. Mr. Inks
<br />seconded the motion, which carried.
<br />APPROVAL OF GRANT OF BELOW GROUND LICENSE AGREEMENT
<br />Mr. Tony Molnar, Engineering, recommended that a Grant of Below Ground License be
<br />approved for Rensberger Brothers, Inc., 1604 Rupel Street, South Bend, for the purpose
<br />of installing, constructing, operating, maintaining, adjusting; replacing and repairing
<br />pipes and other equipment or facilities incident thereto, underneath the surface of the
<br />right of way on both sides of the 1600 Block of Rupel Street, utilized for the
<br />transportation of air and fumes for an undetermined amount of time. Mr. Gilot noted that
<br />they are required to get an Excavation Permit before they can proceed. Therefore, upon a
<br />motion made by Mr. Inks, seconded by Mr. Littrell and carried, the recommendation to
<br />approve the Grant of Below Ground License, as outlined above, was approved.
