Samples collected to satisf�eporting requirements must <br /> be based on data obtained throu�h appropriate samplin� and <br /> analysis performed durin� the period covered by the report, and be <br /> based on data that is representative of conditions occurrin dg urin� <br /> the reportin period. <br /> b. Except as indicated in Sections 3 and 4 below, the User <br /> must collect samples using 24-hour flow proportional composite <br /> sampling�techniques unless time-proportional composite samplin� <br /> or prab samplin� is authorized bv the Director. Where time- <br /> pro�ortional composite sampling or �rab samplin� is authorized bv <br /> the Director the samples must be representative of the dischar�e. <br /> Using�protocols (including appropriate preservation) specif ed in <br /> 40 CFR Part 136 and appropriate EPA guidance, multiple grab <br /> samples collected durin� a 24-hour period mav be composited prior <br /> to laboratory analysis as follows: for c�anide, total phenols, and <br /> sulfides the sam�les may be composited in the laboratorv or in the <br /> field• for volatile or�anic compounds and oil and �rease, the <br /> samples mav be composited in the laboratory. Grab samples mav <br /> be required to show compliance with Instantaneous Limits. <br /> c. Samples for oil and grease, temperature, pH, cyanide, total � <br /> phenols sulfides and volatile or�anic compounds must be obtained <br /> usin� �rab collection techniques. <br /> d. For samplin i�n support of baseline monitorin� and 90-dav <br /> compliance reports, a minimum of four (4) �rab samples must be <br /> used for pH, cyanide, total phenols, oil and �rease, sulfide and <br /> volatile or�anic compounds for facilities for which no historical <br /> samplin� data are available. For Periodic Compliance Reports, <br /> required b 1�-lOL)(4), the User is required to collect the number <br /> of �rab samples necessary to assess and assure compliance with <br /> ap�licable Pretreatment Standards and Requirements. <br /> � Date o Receipt ofReports <br /> Written reports will be deemed to have been submitted on the date <br /> postmarked. For reports, which are not mailed, postage prepaid, into a <br /> mail facility serviced by the United States Postal Service, the date of <br /> 54 <br />
