November 27, 2005 Community and Economic Development Committee Meeting Minutes <br />Page 3 <br />Bill No. 06-130 5-Year Residential Real Property... request for 919 North Notre <br />Dame Avenue (Carolyn Witucki): <br />Council Member Kelly then called for a presentation on Bill No. 06-130 which would <br />designate 919 North Notre Dame as a residentially distressed area for the purposes of a <br />5-year residential real property tax abatement for Carolyn Witucki. <br />Bill Schalliol of the Department of Community & Economic Development reviewed the <br />Department's report dated November 6, 2006 (copy attached). He noted that the <br />petitioner plans to construct a home of approximately 1,940 square feet for an estimated <br />cost of $220,000. Taxes which would be paid of the 5-year period would be $11,528; <br />with $10,262 being abated over this period of time. <br />Carolyn Witucki of 5109 Park South Boulevard in South Bend made the formal <br />presentation, She noted that she plans to tear down the structure on the proposed <br />and build a new home where she would five. ~~'~ <br />Council Member Puzzel[a commended the petitioner and noted her appreciation of the <br />proposed size of the home to be built at this location. <br />Council Member Kuspa made a motion, seconded by Council Member Kirsits that Bill <br />No, 06-130 be recommended favorably to Council. The motion passed. <br />Bill No. 86-132 Brownfield Assessment Grant Applicaiton <br />Council Member Kelly then called for a presentation on Bill No.06-132 which would <br />authorize the Mayor to submit an application to the US Environmental Protection <br />Agency for a Brownfield Assessment Grant. <br />Ann Kolata of the Department of Community and Economic Development made the <br />formal presentation. She noted that this is a request for the 2007 federal fiscal year. <br />She stated that unlike previous requests there would be two (2) grant applications one <br />for hazardous materials and one for petroleum clean-up. <br />The Council Attorney suggested that Section I of the Resolution be amended to read <br />"grants". Mrs. Kolata stated that she would bring a substitute Bill this evening. <br />Council Member Kirsits made a motion, seconded by Citizen Member Wolfson that Bill <br />No. 06-132 as to be amended be recommended favorably to Council. The motion <br />passed. <br />
