PERSONNEL AND FINANCE COMMITTEE <br />2DD6 Common Council <br />The May 10, 2006 meeting of the Persannei and Finance Committee was called or order <br />by its Chairperson, Council Member Charlotte D. Pfeifer at 4:00 p.m. in the Council <br />Informal Meeting Raom. <br />Persons in attendance included Councilmembers Kirsits, Puzzello, White, Varner, Kelly <br />and Citizen Member Nikki Hutchinson. <br />Absent: Councilmember Kuspa, Rouse and Dieter <br />OPPOSED <br />Bill N©. 29-06 -Amend Code Cha ter 2 Article 9 Human Ri hts Ordinance h the <br />Inclusions of New Provisions Addressin Gender Tdenti and Sexual Orientation. <br />Dr. Philip Sutton, 528 Ostemo, South Bend, Indiana, NARTH.com, stated that he <br />counsels unwanted homosexual feelings. Homosexual identity is not innate, not <br />immutable. Homosexuality is a disorder and should be treated as such. Homosexuality is <br />dangerous to your health, both physical & mental. He stated that Bi1129-06 in <br />unenforceable. If recognized as a disorder, sexual preference or homosexuality can be <br />changed. It is a behavior not an innate condition. <br />Handout <br />Jan Tarma, RN, (No address given) There is no genetic proof for homosexuality. It is a <br />behavior of choice, a disorder. Health care costs skyrocket in homosexual communities. <br />IN FAVOR <br />Catherine Pittman stated that South Bend like all of society is diverse. Intolereance is <br />commonplace. Acceptance is needed far an open, accepting city. <br />Les Lamon -Director of Civil Rights Heritage Center at IUSB, argument far schould be <br />logical not based on emotion.
