REGULAR MEETINGOCTOBER 10, 2005 <br />Tuesday, September 20, 2005, and sends this bill to the Council with a favorable <br />recommendation, subject to Written Commitments limiting the use to professional offices <br />and apartments. The traffic signal at Crestwood Blvd., should allow ingress/egress to be <br />unencumbered. Any traffic produced by the professional office uses should not impact <br />the neighborhood negatively. Written commitments will keep the property from high <br />impact uses such as retail. <br />Mr. Joe Grabill, 2410 N. Grape Road, Suite 100, Mishawaka, Indiana, made the <br />presentation on behalf of the petitioner Charles H. Cooper. <br />Mr. Grabill advised that the property sought to be rezoned is located at 2920 Edison <br />Road, South Bend, Indiana. They are requesting that this property be rezoned from <br />“MF1” Urban Corridor Multifamily Residential to “MU” Mixed use to allow for a <br />combination of offices and residential uses. Mr. Grabill agreed to the written <br />commitments limited the use to professional offices and apartments. <br />This being the time heretofore set for the Public Hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. <br />There being no one present wishing to speak to the Council either in favor of or in <br />opposition to this bill, Councilmember Varner made a motion for favorable <br />recommendation to full Council concerning this bill. Councilmember Kuspa seconded <br />the motion which carried by a voice vote of seven (7) ayes. <br />BILL NO. 70-05 PUBLIC HEARING ON A BILL OF THE <br /> COMMON COUNCIL OF THE CITY OF SOUTH <br /> BEND, INDIANA, AMENDING CHAPTER 13, <br /> ARTICLE 4, SECTION 13-57 AND 13-57.05 OF <br /> THE SOUTH BEND MUNICIPAL CODE TO <br /> CLARIFY PROHIBITED NOISES WITHIN THE <br /> CITY OF SOUTH BEND <br />Councilmember Kelly advised that the above-mentioned bill is a scrivener’s error and <br />will be heard at the Council’s October 24, 2005 meeting. <br />BILL NO. 71-05 PUBLIC HEARING ON A BILL OF THE <br /> COMMON COUNCIL OF SOUTH BEND, <br /> INDIANA APPROPRIATING $324,956 <br /> RECEIVED FROM THE U.S. DEPARTMENT OF <br /> JUSTICE FOR THE WEED & SEED PROGRAM <br />Councilmember Kelly, Chairperson, Personnel and Finance Committee, reported that this <br />committee held a Public Hearing on this bill this afternoon and sends it to the full Council <br />with a favorable recommendation. <br />Ms. Pamela Meyer, Director, Community Development, 224 W. Jefferson Blvd, South <br />Bend, Indiana, made the presentation for this bill. <br />Ms. Meyer advised that this bill would allow for the appropriation of two Weed & Seed <br />Department of Justice grant awards. The third year grant of $224,956 for the period of <br />January 1, 2005 – December 31, 2005, and the Supplemental Grant Award for $100,000 <br />for the period of October 1, 2005 – September 20, 2006. Third year funds are being used <br />for programming related to the Weed & Seed required areas of Law Enforcement, <br />Community Policing and, Prevention, Intervention and Treatment activities, which <br />include Safe Havens. These activities build upon the first two years of programming. <br />The Supplemental funds are a separate opportunity provided to communities who, due to <br />a policy change by Justice, will no longer be eligible to submit for a fifth year of funding <br />under the Weed & Seed designation. The supplemental funds were offered specifically <br />for program activities at public housing sites in Weed & Seed areas. The residents of the <br />LaSalle Park Homes will be provided those programs/services <br />3 <br /> <br />
