REGULAR MEETINGOCTOBER 10, 2005 <br />Councilmember Kelly explained the procedures to be followed for tonights meeting in <br />ã <br />accordance with Article 1, Section 2-11 of the South Bend Municipal Code and that <br />pamphlets were available to the pubic, which outline the Council rules and procedures, <br />and are located on the railing in the Council Chambers. <br />PUBLIC HEARINGS <br />BILL NO. 34-05 PUBLIC HEARING ON A BILL AMENDING <br /> THE ZONING ORDINANCE FOR PROPERTY <br /> LOCATED IN THE 3400 BLOCK OF <br /> NORTHSIDE BOULEVARD, SOUTH BEND, <br /> INDIANA, COUNCILMANIC DISTRICT #3, IN <br /> THE CITY OF SOUTH BEND, INDIANA <br />Councilmember Puzzello made a motion to continue this bill indefinitely at the request of <br />the petitioner. Councilmember Varner seconded the motion which carried by a voice <br />vote of seven (7) ayes. <br />BILL NO. 49-05 PUBLIC HEARING ON A BILL AMENDING <br /> THE ZONING ORDINANCE FOR PROPERTY <br /> LOCATED AT 2920 EDISON RD, <br /> COUNCILMANIC DISTRICT #4 IN THE CITY <br /> OF SOUTH BEND, INDIANA <br />Councilmember Kuspa, Chairperson, Zoning & Annexation Committee, reported that this <br />committee held a meeting this afternoon and it was the consensus of the committee to <br />send this bill to the full Council with a favorable recommendation. <br />th <br />Mr. P. J. Thuringer, Staff Planner, Area Plan Commission, 11 Floor County-City <br />Building, South Bend, Indiana, presented the report from the Commission. <br />Mr. Thuringer advised that the petitioner is requesting a zone change from “MF1” <br />Multifamily Residential to “MU” Mixed Use to allow a combination of offices and <br />residential uses. On site is an existing two-story residential building. To the north are <br />single-family houses and a church zoned “SF1” Single-family and Two-family <br />residential. To the east is a church zoned “MF2” High-Density Multifamily and houses <br />zoned “SF1” single-Family and Two-family Residential To the south are apartments <br />zoned “MF2” High-Density Multifamily District. To the west are houses zoned “SF1” <br />Single-Family and Two-Family Residential. The “MU” Mixed Use District is established <br />to promote the development of the a dense urban village environment. The regulations <br />are intended to encourage all the elements of a traditional urban village, including: <br />storefront retail; professional offices; and, dwelling units located either in townhouse <br />developments or in the upper stories of mixed-use buildings. The development standards <br />in this district are designed to encourage a pedestrian oriented design throughout the <br />district, and maintain an appropriate pedestrian scale, massing and relationship between <br />buildings and structures within the district. The existing 2-story building, which covers <br />13% of the site, is set back roughly 40’ from the Edison Road right of way. The parking <br />area totals 4300 square feet, or 44% of the site, and eight parking spaces are shown. <br />Foundation and residential buffer yard landscaping are not shown but will be required. In <br />January of 2005, the Common Council approved the rezoning of 3055 E. Edison Road <br />with written commitments limiting the use to a full service beauty salon. Prior to this, the <br />commercial development along Edison had been limited to the intersections of Ironwood <br />road, approximately a half mile to the west and Hickory Road, approximately .4 miles to <br />the east. This petition to rezone is located 400’ to the southwest of the above referenced <br />beauty salon. There is a traffic signal at the intersection of Crestwood Blvd, and Edison <br />road. Edison Road is a four-land road at this location. According to the site plan, a 33’ <br />curb cut exists on Edison Road. According to MACOG’s traffic counting program, <br />westbound Edison road west of Hickory Road has 31,509 cars per day in 2002. <br />Eastbound traffic on Edison Road measured east of Ironwood Road counted 18,904 cars <br />per day. The site is served by City of South Bend municipal water and sanitary sewer. <br />Mr. Thuringer further advised that the Area Plan Commission at its public hearing on <br />2 <br /> <br />
