REGULAR MEETING APRIL 25,2005 <br />have the least impact on residential properties. In addition, the proposal is in <br />conformance with the Comprehensive Plan. <br />Mr. John Phair, President, Holladay Properties, 227 S. Main Street, South Bend, Indiana, <br />made the presentation for this bill. <br />Mr. Phair stated that Hollday Properties was established in 1952 and has been operating <br />in South Bend since 1978 and South Bend is Holladay Headquarters since 2000. They <br />also have offices in Indianapolis, Nashville, NW Indiana, Florida and Louisiana. <br />Holladay is the largest non-government, non-hospital assessed value in downtown <br />$11,139,000 with a total assessed value of Holladay properties in St. Joseph County, <br />$45,00,000. Annual real estate taxes paid are $1,800,000. Holladay Properties land <br />development include the AmeriPlex at Indianapolis, 1,500 +/- acres; 4 million square <br />feet; 4,000 + jobs and $350 million invested. The AmeriPlex at the Port is a 385 acre <br />master planned development located in Portage, Indiana. The major tenants include <br />Daimler Chrysler, Aventis Pharm., Walgreens, and Mitsubishi. It is located in enterprise <br />Zone and one mile of Frontage on Interstate 94, Lake Michigan Water and low utility <br />rates; 10 year tax abatements available and TIF districts. The Purdue Research Park, <br />Merrillville, Indiana, is a master planned mixed use development containing 400 acres; 1 <br />mile of Interstate 65 frontage; joint venture with Purdue Research Foundation, 48,000 SF <br />Technology; Business Incubator Opening December 2004; 50,000 SF Learning Center <br />Extension; Campus – Opening July 2005; Neurosurgery Center in 2006. Mr. Phair stated <br />the Waggoner Farms Goals & Issues are to develop a premier mixed use master planned <br />community. A neighborhood and destination retail experience for the immediate and <br />regional marketplace. Mixed residential options, with pedestrian, biking, and <br />environmentally sensitive planning that will strengthen the community. The largest <br />annexations and re-zonings in the recent history of South Bend. To coordinate all <br />regional and local transportation, utilities and public safety issues. Coordination with the <br />public and private school systems to enhance existing and planned recreational assets. <br />The Waggoner Farms Design Charette process is a series of scheduled working sessions <br />with stakeholders to plan development and implementation, including government, <br />utilities, business and academic community, citizen groups, and media. The consultants <br />are Land Design, Inc. (Master Planning); Robert Charles Lesser & Company (Housing <br />Markets); Abonmarche (Site Engineering/Traffic) with nine (9) working sessions and a <br />comprehensive book. The Waggoner Farm is located at U.S. 31 and Adams Road and is <br />approximately an 800 acre planning area with a 600 acre core town community. The <br />context area is approximately 18,637 acres with excellent access to regional connector <br />U.S. 31 carrying approximately 42,000 cars per day. Just over 1 mile Northof I-80 & <br />U.S. 31 Interchanges servicing upwards of 70,000 cars per day. Excellent access to SW <br />Michigan Lake Communities via: U.S. 12 and the I-94 & U.S. 31 Connector. <br />Comparable demographics to University Park trade areas. Residential housing trends <br />steadily approaching that of northeast townships. Some factors driving the plan are <br />regional locations with access potential. Scale allows long-term plan and mixed use; <br />greater public/private long term value. Residential growth supports neighborhood retail <br />and service growth. Opportunity to link river corridor and biodiverse areas to west <br />(recreation/amenity potential) along with the history and character of the area. Northwest <br /> <br />
