REGULAR MEETINGFEBRUARY 28, 2005 <br />Council President Charlotte D. Pfeifer, 1013 W. Washington St., South Bend, Indiana, <br />made the presentation for this bill. <br />Council President Pfeifer noted that at the January 24, 2005, Informal Meeting of the <br />Common Council, there was brief discussion on the recommendation to amend the <br />Council Rules governing public hearings. Currently, the Chairperson of the Common of <br />the Whole reads into the record the detailed provisions governing public hearings at the <br />beginning of this portion of each Council meeting. The suggestion has been made that <br />this formal reading take place at the first regular meeting each calendar year, and that at <br />all Council meeting thereafter, that the Chairperson would announce that the public <br />hearing procedures are available in pamphlet form, which would be located next to the <br />Council Agendas on the Council railing. <br />This being the time heretofore set for the Public Hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. <br />There being no one present wishing to speak to the Council either in favor of or in <br />opposition to this bill, Councilmember Puzzello made a motion for favorable <br />recommendation to full Council concerning this bill. Councilmember Dieter seconded <br />the motion which carried by a voice vote of nine (9) ayes. <br />BILL NO. 11-05 PUBLIC HEARING ON A BILL OF THE <br /> COMMON COUNCIL OF THE CITY OF SOUTH <br /> BEND, INDIANA APPROPRIATING $60,000 OF <br /> FUNDS RECEIVED FROM THE DEPARTMENT <br /> OF HOUSING AND URBAN DEVELOPMENT <br /> (HUD) WITHIN HUMAN RIGHTS FUND #258 <br /> FOR EDUCATION AND OUTREACH <br /> EXPENDITURES <br />Councilmember Kelly, Chairperson, Personnel and Finance Committee, reported that this <br />committee held a Public Hearing on this bill this afternoon and voted to send it to the full <br />Council with a favorable recommendation. <br />Mr. Neil Weisman, Attorney, South Bend Human Rights Commission, 301 S. St. Louis <br />Boulevard, South Bend, Indiana, made the presentation for this bill on behalf of Mr. <br />Lonnie L. Douglas, Executive Director, South Bend Human Rights Commission. <br />Mr. Weisman advised that the proposed bill would allow for the appropriation of $60,000 <br />from the Department of Housing and Urban Development to the South Bend Human <br />Rights Commission to pay for expenses relating to the South Bend Education and <br />Outreach Programs and a housing testing program. <br />This being the time heretofore set for the Public Hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. <br />There being no one present wishing to speak to the Council either in favor of or in <br />opposition to this bill, Councilmember Varner made a motion for favorable <br />recommendation to full Council concerning this bill. Councilmember Dieter seconded <br />the motion which carried by a voice vote of nine (9) ayes. <br />BILL NO. 12-05 PUBLIC HEARING ON A BILL OF THE <br /> COMMON COUNCIL OF THE CITY OF SOUTH <br /> BEND, INDIANA APPROPRIATING $155,000 <br /> WITHIN THE U.D.A.G. FUND (FUND 410) OF <br /> THE DEPARTMENT FOR THE PURPOSE OF <br /> PROVIDING PREDEVELOPMENT COSTS FOR <br /> POTENTIAL DEVELOPMENT PROJECTS <br /> WITHIN THE CITY OF SOUTH BEND <br />8 <br /> <br />
