<br />REGULAR MEETING NOVEMBER 13, 2006 <br />Be it remembered that the Common Council of the City of South Bend, Indiana met in <br />the Council Chambers of the County-City Building on Monday, November 13, 2006 at <br />7:00 p.m. The meeting was called to order by Council Vice-President Roland Kelly and <br />the Invocation and Pledge to the Flag were given. <br />ROLL CALL <br />COUNCILMEMBERS: <br />Present: Derek D. Talboom Deputy City Clerk <br /> Kathleen Cekanski-Farrand Council Attorney <br />REPORT FROM THE SUB-COMMITTEE ON MINUTES <br />To the Common Council of the City of South Bend: The sub-committee has inspected <br />the minutes of the October 23, 2006, meeting of the Council and found them to be <br />correct. <br />Therefore, we recommend the same be approved. <br /> s/Timothy A. Rouse <br /> s/David Varner <br />Councilmember Puzzello made a motion that the minutes of the October 9, 2006, meeting <br />of the Council be accepted and placed on file. Councilmember Dieter seconded the <br />motion which carried by a voice vote of eight (8) ayes. <br />SPECIAL BUSINESS <br />PRESENTATION FROM (VIP) VOLUNTEERS IN POLICING <br />Lt. Richard Powers, South Bend Police Department made a presentation on behalf of the <br />(VIPS) Volunteers in Policing. Lt. Powers stated that the volunteered hours to the South <br />Bend Police Department as of October 31, 2006 was 8,996. Lt. Powers stated that the <br />National Hourly Value is calculation annually by the Annually Independent Sector, a <br />coalition of approximately 550 charities, foundations and corporate giving programs, <br />calculates an hourly dollar value of volunteer time. The current value (2005) is $18.04 an <br />hour. This value of volunteer time is based on the average hourly earnings of all <br />production and non-supervisory workers on private non-farm payrolls (as determined by <br />the Bureau of Labor Statistics). Independent Sector takes this figure and increases it by <br />12 percent to estimate for fringe benefits. Lt. Powers stated that the calculation of 8,996 <br />1 <br /> <br />
