12 <br /> landscaping, will provide a visual break between the proposed <br /> parking spaces and St. Louis Street. <br /> The next requested Variance is from providing one interior <br /> parking landscape island at a rate of one island per 15 spaces <br /> for a total of fifteen islands for the proposed on-site 211 <br /> spaces parking area to the eight islands shown. This Variance <br /> request is similar to the request for the on-site parking lot <br /> landscape island reduction. The Architects designed the lot to <br /> have a storage area for snow that would have the minimum impact <br /> on the loss of use of parking spaces. The Petitioners would <br /> replace the removed trees within the open space area that will be <br /> created on the upper tier area adjacent to Cedar Street. The <br /> Petitioners would state that they are removing a large expanse of <br /> existing pavement and replacing it with a lawn area. They believe <br /> with the relocation of trees and enlarged landscape area they are <br /> meeting the intent of the Ordinance and would ask for approval of <br /> the Variance. <br /> The next requested Variance is from required parking screening <br /> of one shrub at a 3.0 ft. on-center spacing along the entire <br /> frontage of the proposed parking along St. Louis Street (East <br /> line) , Madison Street (South line) to a minimum of 146 shrubs as <br /> shown. This Variance request is also similar to the Variance <br /> request for the on-site parking area. The Petitioners are adding <br /> landscape screening in the area between the proposed parking <br /> spaces and driveway and the adjacent sidewalk/parkway along St. <br /> Louis Street and Madison Street and Hill Street as shown. <br /> Presently, there is no buffer/landscape area between the sidewalk <br /> and existing parking. The Petitioners believe the proposed plan <br /> will provide a sufficient screening buffer for the proposed <br /> parking spaces and paved areas from the adjacent streets and <br /> sidewalks. <br /> The last Variance for Parcel "B" is from the requirement of <br /> providing a required perimeter landscaping of one (1) deciduous <br /> tree at a minimum spacing of 40 feet on-center along the North, <br /> East, South and West property lines to providing a minimum of 18 <br /> -over-story trees as shown along said property lines. The <br /> placement of the proposed perimeter trees matches the spacing <br /> request on the main campus site. The Petitioners believe the <br /> addition of the minimum of 18 trees compared with the small <br /> amount of trees present today would meet the intent of the <br /> Ordinance. <br /> The Last portion of this Petition concerns the request to ask <br /> for approval of a Special Use Exception for Parcels "B" and "C" <br /> shown on the attached site plan, which, are proposed for off-site <br /> parking for the school campus. The request for approval of the <br /> Special Exception Use is due to the fact that these properties <br /> are presently zoned "MU" Mixed Use District. The Ordinance <br /> requires that parking lots which do not contain a primary use to <br />
