The <br /> Petitioners would ask approval to use the proposed on-site <br /> parking and shown off-site parking to provide 378 spaces for the <br /> shown athletic fields and track and field facilities. They are <br /> requesting to use the same spaces that are provided for the <br /> school and staff. The parking required for the school and those <br /> required for athletic events would be used at different times. <br /> The athletic events are held after school when the daytime spaces <br /> will be free for use. The Petitioners believe that the provided <br /> 378 spaces will more than meet the need of the parents, students <br /> and visitors for any athletic event held at the school. This <br /> amount would exceed the amount of spaces presently available at <br /> the existing school site. The Petitioners would prefer not to <br /> build more spaces than necessary. The unused spaces would <br /> increase the pervious surface of the site as well as adding to <br /> the surface runoff which would be created and necessitate <br /> handling in a larger drainage storage system on site. <br /> The last requested Variance for Parcel "A" is from the maximum <br /> allowed 32 square foot for a monument sign to a maximum of 33 <br /> square foot for relocating an existing digital sign to the <br /> Petition site. The Petitioners would like to be able to use the <br /> existing sign they have presently at the old school site. The <br /> size of that digital sign is 33 square feet. They plan to take <br /> the existing sign and place it in a monument style cabinet. The <br /> Variance would allow the re-use of the existing digital sign. The <br /> Petitioners do not believe the approval of this Variance for a <br /> relocated sign would have a detrimental affect on any of the <br /> adjacent properties . <br /> As shown on the attached site plan, the Petitioners desire to <br /> take the real estate shown as Parcel "B" to use it for off-site <br /> parking for the proposed school campus and associated athletic <br /> fields . Almost all of this property was previously used for off- <br /> site parking for the Hospital. After discussions with the Area <br /> Plan Commission staff and Building Department staff, it was <br /> determined that since the existing parking lot will be removed <br /> and the new parking lot will be configured as shown, Variances <br /> would be required. <br /> The first requested Variance is from minimum required' 20-Foot <br /> Front-yard Setback along St. Louis Street (East line) and Madison <br /> Street (South Line) to a minimum of 5 feet for a proposed parking <br /> area. The property has a Zoning classification of "MU" Mixed Use, <br /> which requires a minimum Parking setback of 20 feet. Presently <br /> the existing pavement goes to the property line. The Petitioners <br /> desire to place the parking 5 feet from the property line to <br /> match their other on-site proposed parking lot and to allow <br /> enough area for some landscape screening along a portion of the <br /> parking frontage.
