EXHIBIT A <br /> WIRELESS TELECOMMUNICATIONS FACILITY <br /> SERVICE PLAN FOR ST. JOSEPH COUNTY <br /> 02 FEBRUARY 2011 <br /> The Petitioner,Charles S. Hayes Inc., is seeking a Special Exception Use to allow for a 240' <br /> lattice-type self-support telecommunication tower and equipment buildings on property <br /> classified general industrial and a Variance of Developmental Standards for the proposed tower <br /> ® from a maximum height of 200' to 240', from a monopole type tower to a lattice-type self- <br /> support tower, and from landscaping on the south side of the compound to no landscaping on the <br /> ® south side of the compound. <br /> r Reason or Need: <br /> w Charles S. Hayes Inc. has a longstanding history in St. Joseph County for communication <br /> infrastructure through ownership, construction and management of radio communication <br /> ® facilities. The company's goal is to minimize the proliferation of towers in the community while <br /> maximizing the number of various types of Carriers on them. The need for a variety of Carriers <br /> in an area, demand for cellular phone minutes and the explosive growth in usage of data <br /> transmission will only increase with the continued request for services in the City of South Bend. <br /> r <br /> Verizon Wireless would like to collocate at this site as well as potential carriers for broadband <br /> and other services. When Verizon originally inquired to locate at this site, the structure was at an <br /> r engineering rating that would accommodate their equipment. In the interim, Open Range, <br /> another cell phone and broadband provider, located their hub at this site creating capacity <br /> insufficiencies and necessitating the addition of the proposed structure at this site. <br /> The type and height of the new structure will allow ease in the placement of dishes and <br /> i specialized equipment, space to accommodate a multitude of carriers, and complement the <br /> existing guyed-typed structure. <br /> 1 <br /> There is no room to plant landscaping on the south part of the compound. A variance for this <br /> f request was granted in 2003 for the original structure. We ask that it be granted once again due <br /> to the fact that the compound abuts to another property to the south leaving no room to <br /> adequately have landscaping planted and grown. <br /> Nature of any Existing Wireless Communication Facilities Sites: <br /> There are ten towers within a one mile radius of the current facility (please refer to the <br /> "TOWERS WITHIN ONE MILE" map included in the application)of which three are facilities <br /> owned by Charles S. Hayes Inc. Urban areas are more densely populated and require more tower <br /> sites to serve the population. The Carriers require very specific land locations as well as specific <br /> heights on towers to fulfill these coverage capacity issues. Hence, the desire for Verizon(and <br /> other future vendors)to reside at this particular Garst St. location. <br />
