REGULAR MEETING July 9, 2018
in my mind, is your fiscal responsibility. You have a legacy of that and a legacy of growth for our
City and those are two (2) things that go hand in hand. I know, too, that time spent here is time
away from your other loves and interests and you have many. So I am hoping your next months
will, above all,be a time to rekindle and rediscover those interests. Thank you very much for your
amazing run and best wishes.
Councilmember Jake Teshka stated, First of all, Dave, thank you on behalf of the residents of the
fifth (5th) district for your honorable service on this Council and beyond. Everything you've done
for our City and for people who have needed you, whether it be through your dental practice, the
work in the Clinic and various positions on boards you have sat on,I thank you for.Your thoughtful
representation has been appreciated by your neighbors. After being caucused into this seat I knew
I had big shoes to fill and I must admit I didn't know exactly how big they were until I got here.
This is an amazing group of individuals and I'm happy to work with them. I think I've heard from
each member of the Council and maybe every member of the Clerk's staff that you were their
favorite Council Member, even if in secret. They haven't said favorite republican but maybe that's
just not to my face, but your technical knowledge on things such as the combined sewer overflow,
TIF districts and the like are invaluable and I'm looking forward to continue leaning on you and
the Council for your wisdom and advice as we move through this. I've heard over and over again
how great you are and how people will miss your leadership and that was echoed in my meetings
with Department heads so now I am wondering what I have gotten myself into. It is like when your
girlfriend won't stop talking about her ex. But seriously, the way in which you are unanimously
respected and dare I say loved here in this building speaks volumes to your passion for our
community, your heart for people, and your ability to see beyond party lines. That is noted here
tonig . I've appreciated getting to know you and I appreciate your friendship over the years. I
know I won't be able to ever fully fill your shoes so I've decided to just let you wear them because
they look better on you anyway. Thank you from the fifth(50h).
Councilmember John Voorde stated, I have had the good fortune of sitting in Kareemah's seat as
City Clerk for twelve (12) years and observed the Council's work, the questions back and forth,
the cooperation with the Administration, the putting together of the budget and the good questions,
points of view and priorities that Dave always voiced. I think Dave made South Bend a better
place, the Council a better body and you have made me a better public servant. By observing you
I've tried to emulate the way you carry yourself and the ways you thought about things. It has been
a privilege to know you. I might be one (1) of the only folks up here who also knew your dad. He
was a well-respected local business man and you are a credit to that legacy. Congratulations and I
hope you enjoy the future and I hope to see you down in Bloomington for a game or two (2) at
some point.
Councilmember Gavin Ferlic stated, Dr. Varner, thank you so much for your service to the City.
With regard to the Council, thank you for your professionalism and the amount of respect you
brought to the City on a daily basis. The biggest thank you, though, most importantly is what I've
learned from you. I have learned a lot and thank you for that.
Councilmember Karen White stated, Dr. Varner, what can I say? I have had the privilege of
working with your for nineteen (19) years and I have learned so much. Your passion and
commitment to a level of excellence is notable. Your aim is to ensure we do the very best we can
with the dollars we have for this community. I was speaking with you a little earlier and we were
talking about Redevelopment and you said my passion. That is very clear. You have a passion for
knowledge, professionalism and the ability to work with individuals while being respectful.
Retirement is great but you must learn to say no. Again, we are going to miss you and thank you
again for your many years of service and your commitment to our citizens and the work we are
elected to do.
Councilmember Tim Scott stated, Jake, the breakup is still fresh but we will get past that. Dave,
thank you so much. I've learned a lot from you. I've absolutely appreciated us going to dinner just
about every other Monday. That was great. Your professionalism is beyond belief. You and I
haven't agreed on everything. We have agreed on a lot of stuff which is interesting but there was
always a mutual respect on what we didn't agree on. We need more of that throughout this country
and throughout this City. I remember when Dave first got on Council and my wife and I, with the
politics of the City of South Bend being in the background for us in the 90s, Dave was being
3
