The matter of using the City Sealer's car, now in storage on <br />jacks in the Water Vlorks Garage, was brought, up and it was referred <br />to the Chief of Police, Secretary of the Board and to the Water Works <br />mechanic to determine if this car can be used on the Police Department <br />and, if so, to arrange for its proper equipment at once. <br />In response to request of the Board, police officers Elmer Coil, <br />William Ortman and Vernon Ellis appeared in'reference to their personal <br />financial obligations and, after a thorough discussion, they-,'�w6re <br />admonished by the Board to pay their 'legitimate debts promptly;` <br />romptly ' , so that <br />no further complaint would be received from merchants and others in the <br />City. <br />Application for the Police Depar'tment of Richard James Gillen was <br />received and he, having passed a satisfactory examination of the police <br />surgeon, was appointed to the Police'Department for duty,beginning. <br />December 16, 19.35, subject to assignment of duties by the .Chief .,.of <br />Police and on probation for six months period. <br />The Chief of Police submitted to :the Board a detailed report of <br />the police cars,.their condition as to efficiency, their needs in <br />repairs, top speed obtainable and the mileage covered.. Thisreport is <br />on file in-the office of the Board of" "Public 'Safety and it was decided <br />by the Board that a matter of definite action regarding it be deferred <br />until some futur,,p time after the first of the year. <br />The Chief reported that instructions given him with reference to <br />Night Club operation were being followed and that the Officers are now <br />checking the numerous places in the City under this class and that a <br />full report will be made at a later meeting. <br />The Chief reported that the officers on the Force were inclined <br />to take advantage -of the offer of the.Y.M.C.A. and the Secretary was <br />instructed to communicate with the Y.M.C.A. to make definite arrange- <br />ments. <br />In regard to the work bench in the old Police Department Garage, <br />the Chief reported that this was not ,now in use and could be loaned <br />to the Water Works until such time it was again required in -the Police <br />Department. The Secretary was instructed to make the necessary arrange- <br />ments. <br />Official bond of Edmund F. Vitou,11police officer, in the United <br />States Fidelity & Guaranty Company of Illinois in the amount of <br />$1,000.00 was approved by the Board. <br />,Special police commission in favor of Robertson Brothers for <br />John S. Drapek was approved upon posting of a 41,000-00 surety bond in <br />the Maryland Casualty Company. <br />Representatives of the Indiana Avenue Business Men's Association <br />and others.were present to discuss the matter of parking on Indiana <br />Avenue between Kemble Avenue and Franklin Street. All present were <br />permitted to be heard and the Board, after fully considering this <br />matter from all angles, decided to recall their previous order to <br />-restrict parking on the south side of Indiana Avenue and to enforce <br />parking restrictions as previously enforced on this thoroughfare. <br />The meeting adjourned at 11:15 A.
