A communication was received from the Colt <br />Manufacturing Company quoting a price of X22.00 <br />police pistols with an allowance of $6.00 each f <br />now in use in the De-oartment in exchange, making <br />each. The Board authorized making the exchange <br />available funds in this particular account. <br />.240i. <br />Patent Firearms <br />each on 38 Special <br />or the 32-20 revolvers <br />a net cost of 4516.00 <br />to the extent of <br />A Petition with twenty five signatures, requesting that the <br />Tucker Freight Lines and all other Trucking Companies be refrained from <br />blocking Tutt Street, was referred to the Chief of Police. <br />The matter of Police Officers reporting outages of street lights <br />was discussed and it was decided to follow the original plan which was <br />to have Officers during the night call the Radio Station by phone and <br />report light outages instead of reporting to the Desk Sergeant. The <br />Radio Department will then take the matter up direct with the Indiana & <br />Michigan Electric Company to secure proper credit. <br />After a discussion with the Chief of Police, Edward Tesmer was <br />raised to the rank of Sergeant, he to act in this capacity beginning at <br />once and to receive pay on this basis beginning the first of the year. <br />This appointment is to fill the vacancy as Sergeant created when present <br />Assistant Chief of Police William Diedrich was advanced from Sergeant <br />to Captain to be effective January 1, 1936. <br />The matter of restriction of parking privileges on Indiana Avenue <br />was again brought up at this meeting. A delegation of businessmen on <br />Indiana Avenue to the number of thirty-two out of a possible thirty-six <br />presented a Petition in which they requested parking privileges be not <br />disturbed for reasons set forth in a statement submitted to the Board <br />and now on file. Ignatz Mittermeyer also was present and further <br />discussed the matter with the Board. All of the discussion was entered <br />into by Fire Chief'Freeh, Police Chief Lane, Electrical Superintendent <br />William Qualls, also various representatives from the affected district <br />including Mr. T. Earl Koontz of the South Bend Dowel Works who requested <br />that not only should no parking be established on the south side of <br />Indiana Avenue from Kemble Avenue to rg ' illiam Street but that it be <br />extended to Franklin Street. After a thorough discussion of the matter, <br />the Board decided to withhold action for the present. <br />Application for position on the Police Department was received <br />from Carl Russell Smith and ordered placed on file. . <br />The meeting adjourned at 11:30 A.
