MEETING October 28, 1935, <br />I Regular meeting of the Board of Public Safety was held Monday, <br />October 28, 1935 at 8:45 A. M. All members were present. <br />Minutes of meeting of October 21st were read and approved. <br />Requisitions bearing numbers 08686 to 08692, inclusive, were <br />approved, also payrolls for the various departments amounting to <br />$16,766.73 and claims from the following suppliers in the amount of $9,4.86. <br />Frank S. The Board authorized him to have this done on all <br />future orders. <br />The Chief advised the Board that there would be a firer en's school <br />at LaFayette two days this week and requested the privilege of sending <br />fifteen firemen each day for two days- on the day that they are off duty. <br />The expense in connection with this would be no ' t to exceed 4,25.00 for <br />gasoline consumption - firemen using their own cars and paying the I ir own <br />expenses while at the school. <br />A letter was received from Russell J. Hoffman, South Bend, calling <br />attention to his application for position on the Fire Department and <br />requesting favorable consideration which was.ordered placed on file. <br />A letter from Cyrus Pattee recommending Mr. Achiel DeVos as a good <br />appointment on the Fire Department was ordered placed on file. <br />Application for position of fireman was received from Edmund C. <br />Szalewski and ordered placed on file. <br />ELECTRICAL DEPARTMENT - Mr. Qualls present: <br />Mr. Qualls reported result of his investigation of the request of <br />Bendix Corporation for a stop light at Bendix Drive and Goodland Avenue. <br />His report in connection with that of Ernest Miller of the Engineering <br />Department was fully considered and the Secretary was instructed to <br />write the Bendix Company. Their report is outlined in the following <br />letter addressed to the Bendix Corporation: <br />"Your letter of September 5th to the Chief of Police was referred <br />to the Board of Public Safety which in turn delegated Mr. William F. <br />Qualls, Electrical Superintendent,and Mr. Ernest Miller of our Engineer <br />ing Department with instructions to very carefully investigate the <br />situation and to report to the Board their recommendations. <br />According to National Standards, the vehicular volume entering an <br />intersection from all directions must average at least one thousand <br />vehicles per hour over an eight hour period to warrant the installation <br />of a fixed time traffic signal. A survey of this location was made on <br />Friday, October 11, 1935 and showed an average of 191 vehicles per hour <br />from 8:00 A. M. to 4:00 P. M. - the lightest hour being from 11:00 A. M. <br />to noon having 90 vehicles - the heaviest hour being from 3:00 to 4:00 <br />P. M. having 443 vehicles. At this hour it is understood that approx- <br />imately ninety percent of the Bendix employees leave the plant. <br />It would seem from this that the traffic situation is one entirely <br />created by your Company and the Board feels that it would not be <br />justified in placing an automatic traffic signal at this point, but that <br />the solution of the problem would be to station a uniformed officer or <br />a motorcycle officer at this point during the period of heaviest traffic. <br />It might also be suggested that one of your own officers could direct <br />the traffic for the heavy ,hour. <br />
