MEETING September 30, 1935 <br />Regular meeting 'of,the Board "of Public Safety was held at 8:30 A. <br />Monday, September ZO,- 1935. The price <br />of these machines are 60.00 for the wheel marker and $50.00 for the hand <br />marker. After fully discussing the matter, the Board informed Mr. Thielans <br />that they were interested in such a machine if the budget, now under <br />consideration for the year 1936, would permit of purchase of additional <br />equipment and that the matter-would be taken up with them at a future date. <br />FIRE DEPARTMENT - Chief Freeh present: <br />Matters pertaining to the Fire Department were discussed and the Board <br />instructed the Chief in connection with the Clerk of the Board to make up <br />a report of the suggestions made by the Association of Fire Underwriters <br />and to ascertain to what extent such changes, as recommended by the Under - <br />writers, had been made by the City of South Bend and submit the report at <br />the next meeting. <br />ELECTRICAL DEPARTMENT - Mr: Qualls present: <br />Mr. Qualls submitted his report for the month of August, showing fire <br />alarms handled and comparisons of the various months during the last ten <br />years. <br />Mr. Qualls, in a communication to the Board, set forth the following <br />facts: that the fortieth Annual Convention of the International Assoc- <br />iation of Municipal Electricians will be held in Richmond, Virginia from <br />October 14th to October 17, 1935, that the purpose of this,Association is <br />to elevate the service of electricians to Municipalities in American, <br />Canadian and European cities, that ,the City of South Bend from 1924 to <br />1931 paid the membership fee and travelling and hotel expenses of their <br />representative to attend this Convention, that during 1932, 1933 and 1934 <br />he attended these Conventions at his own expense, that he now finds himself <br />hot-An-1-a",position to continue this practice, that because the benefits <br />derived more than recompense the City for the expense involved he would <br />like to attend the Convention this year if the City will bear the expense, <br />that he is willing to devote the one week of his vacation still due him <br />this year for this purpose and that the expense of attendance at this <br />Convention would not exceed $65.00. It was regularly moved, seconded and: <br />carried that Mr. Qualls be authorized to attend this Convention. <br />POLICE DEPARTMENT - Chief Lane present: <br />The Board advised the Chief that they appreciated very much the <br />cooperation given the City Attorney at the trial of Matthews versus the <br />City of South Bend which was venued to Plymouth and the Secretary was <br />instructed to direct a letter to the Department conveying these sentiments <br />to the Officers. <br />­­ Several Officers of the Police Force were called in to discuss <br />complaints 'which had,been made by some of their creditors on account of- <br />their failure to pay their bills and.to keep their promises from time to <br />time. It was definitely determined that the following Officers were to <br />consult with the Secretary of the Board, lay before him the various amounts <br />they are owing on, old accounts and that they would authorize the City <br />Controller to turn over to the Secretary,of the Board the following amounts <br />
