MEETING September 30, 1935 Regular meeting 'of,the Board "of Public Safety was held at 8:30 A. Monday, September ZO,- 1935. All members were present. l2 �> M. Minutes of the meeting of September 23rd were read and approved. Requisitions bearin numbers 08647 to 08652, inclusive, were approved. Claims in the amount of 357.11, from the following suppliers, were approved and ordered paid. South Bend Spark Arrester Co. $15005 Gafill Oil Company $72*-69 .02 The Gibbon Company 31096 1 :40 Simon Brothers, Inc. 20,75 1:80 The Seagrave Corporation 10 :00 2*-35 Peltz-Kaufer Co., Inc. 15.'01 15:16 Greek American Sponge Co. 33 75 2:88 Qualls Electric Company 154:29 2.00 Mr.-Alexis Thielans of the Municipal Supply Company of South Bend was present to consult with the Board in reference to a street marking machine which they have for sale and which has been tried out on streets of South Bend by the Engineerin Department during recent traffic survey. The price of these machines are 60.00 for the wheel marker and $50.00 for the hand marker. After fully discussing the matter, the Board informed Mr. Thielans that they were interested in such a machine if the budget, now under consideration for the year 1936, would permit of purchase of additional equipment and that the matter-would be taken up with them at a future date. FIRE DEPARTMENT - Chief Freeh present: Matters pertaining to the Fire Department were discussed and the Board instructed the Chief in connection with the Clerk of the Board to make up a report of the suggestions made by the Association of Fire Underwriters and to ascertain to what extent such changes, as recommended by the Under - writers, had been made by the City of South Bend and submit the report at the next meeting. ELECTRICAL DEPARTMENT - Mr: Qualls present: Mr. Qualls submitted his report for the month of August, showing fire alarms handled and comparisons of the various months during the last ten years. Mr. Qualls, in a communication to the Board, set forth the following facts: that the fortieth Annual Convention of the International Assoc- iation of Municipal Electricians will be held in Richmond, Virginia from October 14th to October 17, 1935, that the purpose of this,Association is to elevate the service of electricians to Municipalities in American, Canadian and European cities, that ,the City of South Bend from 1924 to 1931 paid the membership fee and travelling and hotel expenses of their representative to attend this Convention, that during 1932, 1933 and 1934 he attended these Conventions at his own expense, that he now finds himself hot-An-1-a",position to continue this practice, that because the benefits derived more than recompense the City for the expense involved he would like to attend the Convention this year if the City will bear the expense, that he is willing to devote the one week of his vacation still due him this year for this purpose and that the expense of attendance at this Convention would not exceed $65.00. It was regularly moved, seconded and: carried that Mr. Qualls be authorized to attend this Convention. POLICE DEPARTMENT - Chief Lane present: The Board advised the Chief that they appreciated very much the cooperation given the City Attorney at the trial of Matthews versus the City of South Bend which was venued to Plymouth and the Secretary was instructed to direct a letter to the Department conveying these sentiments to the Officers. Several Officers of the Police Force were called in to discuss complaints 'which had,been made by some of their creditors on account of- their failure to pay their bills and.to keep their promises from time to time. It was definitely determined that the following Officers were to consult with the Secretary of the Board, lay before him the various amounts they are owing on, old accounts and that they would authorize the City Controller to turn over to the Secretary,of the Board the following amounts
