REGULAR MEETING AUGUST 27, 2007 due to rising costs, such as postage from 37¢ to 41¢, gas from $1.20 to $2.90 a gallon, and total increase in benefits of $67,500, since the 2004 fee increase. This being the time heretofore set for the Public Hearing on the above bill, proponents and opponents were given an opportunity to be heard. There being no one present wishing to speak to the Council either in favor of or in opposition to this bill, Councilmember Dieter made a motion for favorable recommendation to full Council concerning this bill. Councilmember Varner seconded the motion which carried by a voice vote of nine (9) ayes. BILL NO. 51-07 PUBLIC HEARING ON A BILL OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA AMENDING ARTICLE 18 OF CHAPTER 2 OF THE SOUTH BEND MUNICIPAL CODE TO SET AND ADJUST FEES FOR DOCUMENTS AND SERVICES Councilmember Pfeifer, Chairperson, Personnel & Finance Committee, reported that this committee held a Public Hearing on this bill this afternoon and voted to send it to the full Council with a favorable recommendation. Mr. Thomas Bodnar, Assistant City Attorney, 14~` Floor County-City Building, residing at 1618 E. LaSalle Avenue, South Bend, Indiana, made the presentation for this bill. Mr. Bodnar advised that in 2000, the City of South Bend enacted an Ordinance establishing fees for various reports and documents of the City of South Bend. These fees should be reviewed and adjusted periodically to reflect increased costs of the production of these documents and other services. Mr. Bodnar noted that LC. 36-1-3- 8(a)(6) gives the City the authority to set fees providing they are "reasonably related to reasonable and just rates and charges for services." He further advices that this ordinance establishes a higher fee for color photo copies and raises the fee for clerk certifications, finger prints, and motor vehicle accident reports. BILL NO. 46-07 PUBLIC HEARING ON A BILL OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, SETTING THE ANNUAL SALARY FOR THE CITY CLERK FOR CALENDAR YEAR 2008 Councilmember Pfeifer, Chairperson, Personnel & Finance Committee, reported that this committee held a Public Hearing on this bill this afternoon and voted to send it to the full Council with a favorable recommendation.
