REGULAR MEETING <br />AUGUST 27, 2007 <br />due to rising costs, such as postage from 37¢ to 41¢, gas from $1.20 to $2.90 a gallon, <br />and total increase in benefits of $67,500, since the 2004 fee increase. <br />This being the time heretofore set for the Public Hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. <br />There being no one present wishing to speak to the Council either in favor of or in <br />opposition to this bill, Councilmember Dieter made a motion for favorable <br />recommendation to full Council concerning this bill. Councilmember Varner seconded <br />the motion which carried by a voice vote of nine (9) ayes. <br />BILL NO. 51-07 PUBLIC HEARING ON A BILL OF THE <br />COMMON COUNCIL OF THE CITY OF SOUTH <br />BEND, INDIANA AMENDING ARTICLE 18 OF <br />CHAPTER 2 OF THE SOUTH BEND <br />MUNICIPAL CODE TO SET AND ADJUST <br />FEES FOR DOCUMENTS AND SERVICES <br />Councilmember Pfeifer, Chairperson, Personnel & Finance Committee, reported that this <br />committee held a Public Hearing on this bill this afternoon and voted to send it to the full <br />Council with a favorable recommendation. <br />Mr. Thomas Bodnar, Assistant City Attorney, 14~` Floor County-City Building, residing <br />at 1618 E. LaSalle Avenue, South Bend, Indiana, made the presentation for this bill. <br />Mr. Bodnar advised that in 2000, the City of South Bend enacted an Ordinance <br />establishing fees for various reports and documents of the City of South Bend. These <br />fees should be reviewed and adjusted periodically to reflect increased costs of the <br />production of these documents and other services. Mr. Bodnar noted that LC. 36-1-3- <br />8(a)(6) gives the City the authority to set fees providing they are "reasonably related to <br />reasonable and just rates and charges for services." Councilmember Dieter seconded <br />the motion which carried by a voice vote of nine (9) ayes. <br />BILL NO. 46-07 PUBLIC HEARING ON A BILL OF THE <br />COMMON COUNCIL OF THE CITY OF SOUTH <br />BEND, INDIANA, SETTING THE ANNUAL <br />SALARY FOR THE CITY CLERK FOR <br />CALENDAR YEAR 2008 <br />Councilmember Pfeifer, Chairperson, Personnel & Finance Committee, reported that this <br />committee held a Public Hearing on this bill this afternoon and voted to send it to the full <br />Council with a favorable recommendation. <br />John Voorde, City Clerk, 4~` Floor County-City Building, 227 W.
