UTILITY
City of South Bend Board of Public Works September 7, 2017
County City Building
227 West Jefferson Blvd., Suite 1316
South Bend, IN 46601
ATTN: Captain Chris Voros
cvoros@southbeindin.gov
574-235-7770
Subject: Request for Proposal for SBPD Body Camera/ In Car Video Camera Project
On behalf of Utility Associates, Inc., thank you for the opportunity to present our BodyWorn TM
policy -based automated recording technology to the City of South Bend Board of Public Works,
and the South Bend Police Department (SBPD), Utility's BodyWorn Tm and RocketloT in car
solutions meet and exceed the RFP's, requirements. BodyWorn TM is a 2016 Amazon Web
Services (AWS) City on a Cloud Innovation Challenge award winner. BodyWorn TM is a mobile
computing device operating within the Cloud, hosted with Amazon Web Services, is user-
friendly, requires no ancillary devices, and no additional hardware or software. It is a complete
system ruin on a Smart Android computing device. As a computer, Bodyvvorn TM is able to add
features and capabilities, all the while updating the same device. BodyWorri is the only
body camera solution where Giunshot Activates a recording, with a pre-pended recording
to ensure video under use of force.
Within the last 18 months, more than 50 law enforcement agencies have adopted Utility"s
Generation 2 BodyVVornTm technology. Our satisfied clients include nearby law enforcement
agencies near Douglas County, and throughout the US including: City of Lawrence (IN) Police
Department, City of Colorado Springs (CO) Police Department, DeKalb County (GA) Police
Department, City of Boca Raton (FL) Police Department, and Nampa (ID) Police Department.
Transparency, Simplicity and Officer Safety are key benefits of BodyWorn Tm recording
automation, powered by Departmental policies and automatic triggers. This enables officers to
focus on policing instead of video equipment. Benefits to the City include greater reliability,
security, efficiency, lower total cost of ownership, and better law enforcement policy outcomes.
Rocket-IoT TM In Car Video !solution is designed for automated and independent operation.
Asynchronous over -tine -air updates occur in the background, without effort by the Department.
Reliable mounting hardware secures Rocket-IoT TM in all ranges of vehicles, from, cruisers to
specialty vehicles.
We would also like to alert the City of South Bend to the pitfalls of "Basic" tier pricing tactics that
may be proposed by other vendors. While initially such pricing may seem as a viable, cost-
effective option, many agencies that have been enticed by this pricing option experience buyer's
remorse. Their "Basic" tier does not include many of the features essential to a successful body
camera prograim. These features include: active directory authentication credentials,,
administrator ability to define video retention, ability to view video on the camera, and the ability
to capture video file metadata such as CPS coordinates. All of Utility's pricing options include
these as standard features.
BodyWorn Tm has capabilities that provide unique benefits to the City of South Bend, and SBPD:
Automatic, Policy -Based Smart Recording: In addition to a manual Bluetooth remote,
recording can be triggered automatically by custom policies your department creates:
sensors in the vehicle, remote activation from dispatch or a supervisor, running and
\WNWAA I: i I i Ly, COH 1- Pot](0, de I (m o Ave, Sk,, AM, DvcaG m GA 300130, d 04 8 16, 03 00
