5' <br />REGULAR MEETING <br />July 10, 1933 <br />Regular meeting held by the Board of Public Safety, Monday, July 10th, 1933. <br />Meeting called to order by Mr. C. A. Budd, President, at 9:15 A. M. <br />Bills in the amount of $143.26 bearing requisition numbers as follows were <br />approved by the Boards <br />02414 02463 02448 02429 02455 02456 <br />May 19 to June 19 1933, Indiana and Michigan Electric Company <br />POLICE DEPARTIVOTT <br />Special Police commission of E. E. Culver, dated January 18th, 1933, was <br />cancelled, effective this day, at his own request. <br />Officer Earl Null was ordered before the Board for questioning. The Board <br />stated that Officer Null was seen on several occasions while on duty spending <br />too much time comr with the public. The Board reprimanded Officer Null <br />and. informed him that he must stop this practise and pay strict attention to his <br />police duties hereafter. <br />Acting Chief Horace RBI. Hamilton presented the monthly report for his depart- <br />ment, and reported the activities for the past week. <br />The following is a letter from City Surgeon Ed. E. Johnston, M. D. <br />"To The Honorabler Board of Public Safety <br />South Bend, Indiana <br />Gentlemen: <br />Complying with your request that I examine Chief John B. Kuespert, <br />wish to advise you that I examined said Chief July 9th,,1933; and found him <br />physically fit to carry out the duties required of his office. <br />Respectfully yours, <br />July 10th, 1933, Ed. E. Johnston, M. D.* <br />In pursuance to a. request made under date of May 27th by Mayor W. R. Hinkle <br />in a letter addressed to Mr. d. AA. Budd, President of the Board, the Board <br />vas assembled, and did suspend, John B. Kuespert, Chief of Police. <br />The following communication was received from Mayor W. R. Hinkle, dated July <br />le-t, 1933: <br />"Board of Public Safety, <br />City of South Bend, Indiana. <br />Gentlemen: <br />Regarding the Kuespert natter and in conformance with our con - <br />versation at my meeting with you last Tuesday, I have discussed the matter <br />with the Cabinet. All members were present with the exception of you and <br />Dr. C. W. Grifdith. <br />After a full and complete discussion, it was decided that Mr. Kuespert had <br />committed a very grave offense and under no circumstances should he be re- <br />instated as chief of police. <br />All members agreed that in view of the fact that time for filing charges has <br />elapsed and that it will be impossible to dismiss him from the police force:, <br />he should.be demoted to a rank below assistant chief with the further provision <br />that he shall not. eligible to promotion during the oresent administration. <br />It is further recommended that he shall not be paid- for the period of time <br />suspended. <br />Very truly yours, <br />W.
