REGULAR MEETING April 9, 2018 Metro Units and defines the role and expectations of all parties. It maintains the integrity of the Metro Units which helps promote safety of the community. The agreement solidifies the local relationship between the Prosecutor's Office and the SBPD and it is mutually beneficial. The Interlocal Agreement covers the Metro Homicide Unit, the Drug Investigation Unit, and the Special Victims Unit. Under the terms of the agreement, the SBPD will provide thirteen(13) full- time officers to the unit while providing funding for three (3) additional officers to be hired at the discretion of the Prosecutor. Police recruiting is difficult and it takes approximately a year for a new officer to become fully independent. In light of that, allowing three(3) officers to return from the Metro Units and offer their expertise with the SBPD is crucial for the continued safety of the community and training of new officers. This being the time heretofore set for the Public Hearing on the above bill, proponents and opponents were given an opportunity to be heard. Ken Cotter, St. Joseph County Prosecutor with offices on the 10th floor of the County-City Building, South Bend, IN, stated, I ask you to approve this measure. This was a very long development with a lot of different interests. I think this helps keep our community safe and I ask you to approve this resolution. Councilmember Oliver Davis made a motion to adopt Bill No. 18-12,as amended. Councilmember Dr. David Varner seconded this motion which carried by a roll call vote of nine (9) ayes. Councilmember Oliver Davis then made a motion to suspend the rules to have third reading on Bill Nos. 19-18, 20-18, and 21-18. Councilmember Karen White seconded that motion which carried unanimously by a voice vote of nine (9) ayes. BILLS —THIRD READING BILL NO. 19-18 THIRD READING ON AN ORDINANCE TO VACATE THE FOLLOWING DESCRIBED PROPERTIES: FIRST NORTH/SOUTH ALLEY EAST OF ARTHUR STREET, RUNNING FROM CAMPEAU STREET ON THE SOUTH TO THE FIRST EAST-WEST ALLEY ON THE NORTH COVERING A DISTANCE OF APPROXIMATELY 156 FEET, ALL IN SOUTH BEND, INDIANA Councilmember Gavin Ferlic made a motion to pass Bill No. 19-18. Councilmember Jo M.Broden seconded the motion, which carried by a roll call vote of nine (9) ayes. 20-18 THIRD READING ON AN ORDINANCE OF THE COMMON COUNCIL OF SOUTH BEND, INDIANA, ADDING SECTION 20-4 OF CHAPTER 20, ARTICLE 1 OF THE SOUTH BEND MUNICIPAL CODE TO ESTABLISH PARKING RESTRICTIONS ON SOUTH BEND CITY STREETS. Councilmember Tim Scott made a motion to accept the Substitute to Bill No. 20-18. Councilmember Oliver Davis seconded the motion,which carried by a voice vote of nine(9)ayes. Councilmember Oliver Davis then made a motion to pass Substitute Bill No. 20-18. Councilmember Gavin Ferlic seconded the motion, which carried by a roll call vote of nine (9) ayes. 6
