REGULAR MEETING April 9, 2018 <br /> Metro Units and defines the role and expectations of all parties. It maintains the integrity of the <br /> Metro Units which helps promote safety of the community. The agreement solidifies the local <br /> relationship between the Prosecutor's Office and the SBPD and it is mutually beneficial. The <br /> Interlocal Agreement covers the Metro Homicide Unit, the Drug Investigation Unit, and the <br /> Special Victims Unit. Under the terms of the agreement, the SBPD will provide thirteen(13) full- <br /> time officers to the unit while providing funding for three (3) additional officers to be hired at the <br /> discretion of the Prosecutor. Police recruiting is difficult and it takes approximately a year for a <br /> new officer to become fully independent. In light of that, allowing three(3) officers to return from <br /> the Metro Units and offer their expertise with the SBPD is crucial for the continued safety of the <br /> community and training of new officers. <br /> This being the time heretofore set for the Public Hearing on the above bill, proponents and <br /> opponents were given an opportunity to be heard. <br /> Ken Cotter, St. Joseph County Prosecutor with offices on the 10th floor of the County-City <br /> Building, South Bend, IN, stated, I ask you to approve this measure. This was a very long <br /> development with a lot of different interests. I think this helps keep our community safe and I ask <br /> you to approve this resolution. <br /> Councilmember Oliver Davis made a motion to adopt Bill No. 18-12,as amended. Councilmember <br /> Dr. David Varner seconded this motion which carried by a roll call vote of nine (9) ayes. <br /> Councilmember Oliver Davis then made a motion to suspend the rules to have third reading on <br /> Bill Nos. 19-18, 20-18, and 21-18.
