REGULAR MEETING April 9, 2018 <br /> Councilmember Sharon L.McBride stated, I would like to thank everybody for their collaboration <br /> and work in this process. <br /> Councilmember Dr. David Varner stated, At the Committee meeting I expressed a number of <br /> concerns. I still have those concerns. I think it is one (1) thing to have an ordinance where true <br /> compromise is discussed but I think an ordinance where you compromised amongst like-minded <br /> people doesn't really represent compromise. There were no merit shop contractors participating in <br /> this. I suspect the compromise may have been different had they been involved. I would welcome <br /> that idea of addressing this a year from now. <br /> Councilmember Gavin Ferlic stated, I want to say thank you all for the process. I do think it was <br /> collaborative and inclusive involving the Chamber of Commerce. Thank you for the efforts as I <br /> know it takes a lot of time working on a bill like this. <br /> Councilmember Oliver Davis stated, I'm very glad to support this tonight. <br /> Councilmember John Voorde stated, I would just like to thank organized labor for their critical <br /> and responsible role in helping bring everyone together to come up with this product. <br /> Councilmember Oliver Davis made a motion to send Bill No. 21-18 to the full Council with a <br /> favorable recommendation. Councilmember Karen White seconded this motion which carried <br /> unanimously by a voice vote of eight(8)ayes and one(1)nay(Councilmember Dr.David Varner). <br /> Councilmember Oliver Davis made a motion to suspend the rules to hear Bill No. 18-12. <br /> Councilmember Karen White seconded this motion which carried unanimously by a voice vote of <br /> nine (9) ayes. <br /> Councilmember Karen White made a motion to rise and report to full Council. Councilmember <br /> John Voorde seconded the motion which carried by a voice vote of nine (9) ayes. <br /> REGULAR MEETING RECONVENED <br /> Be it remembered that the Common Council of the City of South Bend reconvened in the Council <br /> Chambers on the fourth floor of the County-City building at 7:28 p.m. Council President Tim Scott <br /> presided with nine (9) members present. <br /> RESOLUTIONS <br /> BILL NO. <br /> 18-12 A RESOLUTION OF THE COMMON COUNCIL <br /> OF THE CITY OF SOUTH BEND, INDIANA <br /> APPROVING AN INTERLOCAL AGREEMENT <br /> BETWEEN THE CITY OF SOUTH BEND, <br /> INDIANA, AND ST. JOSEPH COUNTY, <br /> INDIANA, FOR THE MUTUAL OPERATION OF <br /> SPECIAL LAW ENFORCEMENT UNITS <br /> KNOWN AS METRO UNITS ADDRESSING <br /> CRIMES OF SPECIAL GRAVITY IN ST. <br /> JOSEPH COUNTY <br /> Councilmember Gavin Ferlic made a motion to accept the amended version of Bill No. 18-12. <br /> Councilmember Karen White seconded this motion which carried by a voice vote of nine(9) ayes. <br /> Councilmember Jo M. Broden, Chair of the Health and Public Safety Committee, reported that <br /> they met this afternoon and send this bill forward with a favorable recommendation. <br /> Laura O'Sullivan, Chief of Staff to the Mayor of the City of South Bend with offices located on <br /> the 14th floor of the County-City Building, South Bend, IN, served as presenter for this bill. Ms. <br /> O'Sullivan stated, The Prosecutor, the South Bend Police Department (SBPD), and the City have <br /> written this agreement to formalize what was already occurring between the parties. Since the <br /> creation of the Metro Units, the SBPD has served an important role in the Unit by the assignment <br /> of different officers to the different units. This Interlocal agreement provides stability for those <br /> 5 <br />
