REGULAR MEETING April 9, 2018 Councilmember Sharon L.McBride stated, I would like to thank everybody for their collaboration and work in this process. Councilmember Dr. David Varner stated, At the Committee meeting I expressed a number of concerns. I still have those concerns. I think it is one (1) thing to have an ordinance where true compromise is discussed but I think an ordinance where you compromised amongst like-minded people doesn't really represent compromise. There were no merit shop contractors participating in this. I suspect the compromise may have been different had they been involved. I would welcome that idea of addressing this a year from now. Councilmember Gavin Ferlic stated, I want to say thank you all for the process. I do think it was collaborative and inclusive involving the Chamber of Commerce. Thank you for the efforts as I know it takes a lot of time working on a bill like this. Councilmember Oliver Davis stated, I'm very glad to support this tonight. Councilmember John Voorde stated, I would just like to thank organized labor for their critical and responsible role in helping bring everyone together to come up with this product. Councilmember Oliver Davis made a motion to send Bill No. 21-18 to the full Council with a favorable recommendation. Councilmember Karen White seconded this motion which carried unanimously by a voice vote of eight(8)ayes and one(1)nay(Councilmember Dr.David Varner). Councilmember Oliver Davis made a motion to suspend the rules to hear Bill No. 18-12. Councilmember Karen White seconded this motion which carried unanimously by a voice vote of nine (9) ayes. Councilmember Karen White made a motion to rise and report to full Council. Councilmember John Voorde seconded the motion which carried by a voice vote of nine (9) ayes. REGULAR MEETING RECONVENED Be it remembered that the Common Council of the City of South Bend reconvened in the Council Chambers on the fourth floor of the County-City building at 7:28 p.m. Council President Tim Scott presided with nine (9) members present. RESOLUTIONS BILL NO. 18-12 A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA APPROVING AN INTERLOCAL AGREEMENT BETWEEN THE CITY OF SOUTH BEND, INDIANA, AND ST. JOSEPH COUNTY, INDIANA, FOR THE MUTUAL OPERATION OF SPECIAL LAW ENFORCEMENT UNITS KNOWN AS METRO UNITS ADDRESSING CRIMES OF SPECIAL GRAVITY IN ST. JOSEPH COUNTY Councilmember Gavin Ferlic made a motion to accept the amended version of Bill No. 18-12. Councilmember Karen White seconded this motion which carried by a voice vote of nine(9) ayes. Councilmember Jo M. Broden, Chair of the Health and Public Safety Committee, reported that they met this afternoon and send this bill forward with a favorable recommendation. Laura O'Sullivan, Chief of Staff to the Mayor of the City of South Bend with offices located on the 14th floor of the County-City Building, South Bend, IN, served as presenter for this bill. Ms. O'Sullivan stated, The Prosecutor, the South Bend Police Department (SBPD), and the City have written this agreement to formalize what was already occurring between the parties. Since the creation of the Metro Units, the SBPD has served an important role in the Unit by the assignment of different officers to the different units.
