3. Correspondence with utility companies to facilitate the locate process. This may include <br />requesting record utility information, so the location of the utilities may be graphically <br />depicted on the drawings. <br />4. Collect the topographic information within the project limits, including but not limited to, <br />sanitary and storm structures, edges of pavement and curb lines, building corners, observed <br />utilities, trees and spot elevations. <br />5. Collect invert information for the sanitary and storm structures within the project limits. <br />6. Perform research to acquire subdivision plats, prior surveys, and roadway plans. <br />7. Prepare a CAD drawing of the existing site conditions that will include a surface model <br />with contours for design purposes. <br />A1.02 Preliminary Design Phase <br />A. After receiving the Notice to Proceed and completion of the Topographic Survey, the Engineer <br />shall; <br />1. Conduct a Kick-off meeting to review the Century Center Parking Lot Access Locations <br />Analysis Report prepared by Rich & Associates dated October 31, 2017 and discuss the <br />various access and egress access options and determine the preferred option. <br />2. The Engineer will facilitate discussions with the City of South Bend and Century Center <br />staff and the access gate operator representative to determine the final configuration and <br />system and power needs. <br />3. The Engineer will facilitate discussions with the City of South Bend and Century Center <br />staff and the marquee sign representative to determine the sign needs, design layouts and <br />foundation requirements, and power and data line needs. <br />4. Based upon input from the Owner and discusions with the gate operator and sign <br />representatives the Engineer will prepare Preliminary Design Phase documents consisting of <br />preliminary drawings, outline specifications, and written descriptions of the Project. <br />5. The Engineer will review the City of South Bend Zoning Ordinance to determine if any <br />variance request will be required related to the new signs. <br />6. Advise Owner if additional reports, data, information, or services of the types described in <br />Exhibit B are necessary and assist Owner in obtaining such reports, data, information, or <br />services. <br />7. Based on the information contained in the Preliminary Design Phase documents, prepare an <br />opinion of probable Construction Cost, and assist Owner in collating the various cost <br />categories which comprise Total Project Costs. <br />8.
